Development of Public-Private Partnership in the Context of Indicators of Ukraine in the Global Rankings

Abstract

The article presents an analysis of factors which affect the development of public-private partnership (PPP) in Ukraine. Considering that one of the main goals of PPP is to attract capital investments for the construction and modernization of infrastructure facilities, it is proved that the country's positions in international rankings are important for developing relations with potential investors, strategic partners and also affect the development of the backbone links of PPP mechanisms. It is proposed to structure the indicators of global rankings by combining them ernance indicators (Worldwide Governance Indicators). In the course of the analysis, it is determined that the country's positions in global rankings should be considered simultaneously as indicators of the need for PPP and identification of obstactes in the development of partner relationship between the state and business. It is proposed to improve the Concept of PPP Development in Ukrainethe focus being made on the need for taking into account the country's PPP-Readiness Index, based on a comprehensive assessment of the influence of factors of a political, economic, institutional, legal, social, and innovative and technological character. In this context, it is advisable to use the results of the analysis of the country's positions in global rankings by representatives of government bodies, business, civil society institutions when formulating the national policy on PPP development. Развитие государственно-частного партнерства в контексте показателей Украины в глобальных рейтингах В статье представлен анализ факторов, оказывающых влияние на развитие государственно-частного партнерства (ГЧП) в Украине. Учитывая, что одной из основных целей ГЧП является привлечение капитальных инвестиций для строительства и модернизации объектов инфраструктуры, доказано, что оценки страны в международных рейтингах имеют важное значение для развития отношений с потенциальными инвесторами, стратегическими партнерами, а также влияют на развитие системообразующих звеньев механизмов ГЧП. Предложено структурировать показатели глобальных рейтингов, объединив согласно тематическим блокам, а именно: экономический (Doing Business, Global Competitiveness Index, Index of Economic Freedom, Legatum Prosperity Index); коррумпированности системы (Corruption Perception Index, The Open Budget Survey, Global Open Data Index); индикаторы государственного управления (Worldwide Governance Indicators). В результате анализа определено, что показатели государства в глобальных рейтингах целесообразно рассматривать одновременно как индикаторы потребности в ГЧП и выявления барьеров развития партнерства государства и бизнеса.
