This study proposes the concept of Analytic Hierarchy Processing (AHP) on the market of active substances used in treatment of HIV and checks the control factors and criteria interconnection and implements Random Forest forecasting model. The new method must help to improve the management decision-making process in the fields of healthcare government budget planning. It has become a prime concern for understanding and comparing of publicly available information with internal market data and the consequences of companies` and government`s actions in choosing the best approach for correct construction of to reduce HIV incidence in Russia. The paper develops the forecasting model of one of the parameters, which has a substantial role in decision-making process. The medication market data in this study represents the cumulative daily concluded contracts, used in treatment of HIV in Russia, the level of HIV incidence (yearly) and federal budget on healthcare (yearly). The proposed approach have more than 82% average accuracy at predicting the sum of medication contract prices at the 3-year time period. The received figures are effective in predicting the factors` behavior in future. It can be used for improved modulation of AHP and consequently, the overall accuracy of the model structure.

During recent years the role of energetic security in Russia steadily increases. After deterioration Russian relations with West countries in energy sector stay single stable economic tool, which Russia use for the maintenance of impact in surrounding region. Instability of the importers market which is priority for the country, bounded with excitements about use by Russia theirs position on the energetic, markets for reaching political goal through the development of projects such as Nord Stream 2 and Turkish stream. In its turn in latest decade, Russia aspires to ensure solid positions in Siberia and Far East. American companies refuse to participate in the execution of orders for Russia due to the unstable political situation and stricter restrictive and regulatory measures, which makes the level of risk of cooperation unacceptable. Using alternative sources of electricity, Russia and China can extract many positive effects: financial income, employment, energy security for the domestic market, etc. For example, in the Far East, the import of fuel can be reduced by 40% after the implementation of RAO UES plans to build 178 renewable energy sources with a total capacity of 146 mW.

Since environmental issues have become a priority for everyone on the planet, and the fact that growing demand for fossil fuels will soon lead to a reduction in world reserves, except for climate change due to their use and greenhouse gas emissions. The aim of this work was to assess the potential for the introduction of biofuels and find the optimal conditions for the enzymatic hydrolysis of Japonica Rice husk. In addition, evaluate the positive and negative consequences because of the use and implementation of this technology. The methodology used variables: substrate FPU, pH, time, temperature and concentration surfactants using the screening construct obtained statistically, all variables are significant. Then an optimization plan was applied for the variables: pH, FPU and time, dropping those with a lower level of significance. Finally, the best conditions found in previous projects were (pH 5.0, 13 h, and 30 FPU/g of substrate); later, these conditions were applied in experiments to assess the effect of an increase in hydrolyzed cellulose. They use 6%; 8% and 10% of pulp is available with a recycling yield of 74%, 42% and 16%. The community has its own interests in the use of biofuels; therefore, this study provides an opportunity for biofuel producers to reduce environmental, economic, and social costs.
