Purpose This paper aims to explore whether the key drivers identified in digitalization policies are being prioritized by practitioners in health and social care and to what degree the goals of the policies are being enacted. Design/methodology/approach The investigation comprised two stages. First, the key drivers of digitalization in the national policies were identified. Second, a survey was disseminated to practitioners within health and social care, asking them to indicate their stance on each key driver (using Likert scales). Findings The findings of this paper are twofold. First, they demonstrate that practitioners more readily enact the key drivers centered around their everyday operations, such as improving services and care and increasing efficiency. Second, it shows that key drivers of a more rhetorical nature, such as “becoming the best,” do not yield benefits for practitioners. Practical implications This paper shows that for policies to have an effect in practice and to contribute to change, they should be rooted in key drivers centered around practitioners’ everyday operations, promoting specificity over abstraction. Originality/value While previous studies have involved policy analysis, few studies investigate the enactment of policies, how they are implemented and whether they contribute to changes in practice.

Digital service transformation is part of organizational change focuses on enhancing digital service through the use of frontier technologies to generate new value. In public sector, this transformation is used to enhance public value such as citizen satisfaction, cost reduction, and bureaucratic efficiency. Digital service transformation framework for public sector is essential in order to achieve bureaucracy reform and minimize mal-administration in government service. This research aimed to provide framework for implementing digital service transformation in public sector through two approaches: theoretical approach using meta-synthesis method and empirical approach using surveys and interviews. The synthesis process is conducted on the life-cycle, stages, activities, and its supporting components. The results of meta-synthesis were additionally supported by survey conducted with thirty-five practitioners of digital service transformation in eleven public sector institutions, followed by interviews with eight of them. The survey and interview results showed that the designed framework was relevant to the needs of transformation activity in the government agencies of The Republic of Indonesia. The designed framework is expected to serve as a guideline for stakeholder in public sector, especially in Indonesia, in implementing digital service transformation in their respective units.

Facility or facilities management (FM) helps ensure that the built environment is efficient, safe, comfortable, and sustainable. The goal of FM is to raise productivity and improve people's quality of life. FM involves working with a variety of service providers to ensure that buildings and associated facilities are well maintained. The role of the facility manager is becoming more prominent in a digitally enabled world. The recent pandemic has boosted the rate at which innovation is being embraced in most organisations. This research will look at the current trends in FM that are emerging as a result of digitalisation. The main objective of this research is to propose the FM digitalisation model, which might influence future FM practices. This systematic literature review is based on a search of articles across Scopus and Google Scholar using keywords such as "facilities management" and "digitisation". On July 6th, 2022, the searches yielded 614 articles, including 64 articles in Scopus, 113 articles in WoS, and 437 articles in Google Scholar. After screening, 29 Scopus articles, 93 WoS articles, and 398 Google Scholar articles were excluded. According to this study, the field of FM digitalisation is still in its early stages of development. The study also identifies FM digitalisation trends over the previous twelve years, establishing contextual knowledge. As a result, a conceptual model that focuses on sustainable FM digitalisation is proposed.
