The objective of this study was to estimate rice crop damage over the entire Cambodia during a large flood event from July to November 2011. An integrated approach was applied to detect and monitor flood areas with flood depth and duration for near real-time rice crop damage estimation in 2011 by using MODIS time-series imagery. The combined data consists of developed MLSWI, EVI from MODIS, new FID from DEM, land use, and simplified empirical damage curves. These data are expected to play an important role in emergency response efforts and rapid risk assessment for high-risk flood areas in the Cambodian floodplain. A rice crop damage map will be generated, showing areas with different damage levels based on flood duration and floodwater depth, including 25% (8 days, below 1.5 m), 50% (8 days, over 1.5 m; 16 days, below 1.5 m), and 100% (16 days, over 1.5 m). The resulting map was validated and shows about 80% consistency with the government census based on field-scale investigation and survey. Floods frequently occur in the world, which cause serious damage of properties and loss of lives. It is thus important to identify flood vulnerability in flood-prone area. This study identified flood vulnerability in the Lower Mekong Basin of Cambodian floodplain and developed flood vulnerability indices for the average and extreme floods in order to avoid big damages and cope with flood in their life. The flood vulnerability was defined as amount of potential damages. The agricultural and house damages were considered to develop flood vulnerability indices, because both are major income and stocks. The agricultural damage was defined as the function of flood water depth during the cultivation period and its duration. The house damage was defined as the function of maximum flood water depth.

We developed a water circulation model that incorporates paddy water management, including reservoir operation and water allocation schemes, which is applicable to extensive and well-developed irrigation areas. First, reservoir operation and water allocation and management models were introduced into the water circulation model previously developed by the NIRE. Subsequently, we applied the developed model to assess the impact on irrigation reservoirs of climate change in the Mun River basin of northeast Thailand. As a result, taking into consideration the fluctuation in rainfall, the developed model reproduced the seasonal changes in storage water and water release at two large reservoirs, and monthly diverted water at a major diversion weir. Moreover, introducing the operation of reservoirs and diversion weirs improved the simulation accuracy of river discharges, particularly in dry seasons. According to climate change projections, the impacts of climate change on reservoir operations differed in each reservoir, although the reservoirs are in the same basin. This means that the impacts of climate change on the operation of water-use facilities should be individually assessed. Since the developed model requires only basic information and assumes simple operation rules, this model is useful for assessing impacts on the operation of numerous water-use facilities simultaneously at the macro level.
