Development and validation of nursing resource weights for the Belgian Nursing Minimum Dataset in general hospitals: A Delphi questionnaire survey approach

Abstract: Background: Internationally, nursing is not well represented in hospital financing systems. In Belgium a nursing weight system exists to adjust budget allocation for differences in nurse staffing requirements, but there is a need for revision. Arguments include the availability of a nursing minimum dataset and the adverse consequences of the current historically based nursing weight system. “…NMDS-AT is not able at the moment to answer questions regarding nursing workload, distribution of funds, and trend analyses in nursing care practice. Other NMDS studies addressing nursing workload based on the NMDS [ 38 , 39 ] show the need to integrate a nursing workload measurement system, such as the San Joaquin patient classification system in the B-NMDS [ 39 , 40 ]; this is not the case in the NMDS-AT at the moment. Using NMDS-AT data to distribute funds would need to include recent developments of nursing cost-weights per DRG [ 41 ] and nursing related groups (NRGs) based on the B-NMDS [ 42 ].…”
