Purpose The purpose of this paper is to apply a systems thinking methodology to analyse Indonesia’s new and renewable energy (NRE) electricity sector to describe the complex interrelations between its actors and variables, identify the systemic patterns and formulate recommendations for the policymakers. Design/methodology/approach Systems thinking methodology is used to observe the NRE electricity system and compile the corresponding data into a meaningful diagram to describe and recommend solutions for the sector’s issues. Causal loop diagram is used as the main method in this study with a deeper analysis of system archetypes to uncover the system behaviour. Soft system methodology and critical system heuristic are used partially to clarify the system boundaries, cultivate the perspective of the involved actors and problem categorization. Findings A comprehensive diagram is developed to present interrelation between all the components within the NRE electricity sector in Indonesia and the expected impact of any act or change to the entire system. Based on the causal interrelations between variables, typical systemic patterns or archetypes are used to identify unproductive patterns towards achieving the NRE electricity sector objectives. Originality/value The findings provide an initial outlook on the variables and systemic patterns within the system as a critical consideration in the decision-making process and policy development for the NRE electricity sector.

Along with world developments that encourage every country to innovate, Indonesia also has aspirations to increase domestic innovation. The success of several other countries in increasing economic growth through innovation is the driving force. Indonesia also has the same desire to pay attention to innovation and science, and technology. Along the way, there have been developments in innovation policies in Indonesia in terms of institutional structure and implementation of innovative programs. This paper tries to identify how the innovation policy has developed through quantitative analysis of innovation, science and technology regulations starting in 2004. This paper has divided the regulations into four eras according to the era of the elected President from 2004 to 2024. A multi-dimensional quantitative methodology is carried out to examine Indonesia's innovation policies. The policy search is carried out by searching for regulations in two Indonesian regulatory databases. From the analysis results, it is found that Indonesia has driven S&T and innovation policies, including policies that support innovation funding and has made several changes to the formation of innovation organizations to produce better coordination between researchers who create innovative products and industries as users.

A scenario-based questionnaire is a survey method that aims to identify the respondents' decision rules using their responses to a series of scenarios. It is rarely used in agent-based modelling and simulation (ABMS) with most researchers preferring a survey with closed questions as the data collection method. This is particularly true for ABMS studies in agri-food supply chains. In our paper, we design a scenario-based questionnaire to elicit the behaviour of agents in ABMS and apply it in a dairy supply chain case. Our findings suggest that respondents respond well to a scenario-based questionnaire as it relates more closely to their actual decision-making process. Furthermore, our experiment shows that the decision rules extracted using a scenario-based questionnaire improve ABMS validity.
