In recent years, Spain, in an effort to meet European Union (E.U.) targets, has been developing different strategies to promote the installation of renewable energy plants. In this regard, evaluating territories to assess their potential and thus identify optimum sites for the installation of energy-generating facilities is a crucial task. This paper presents a comprehensive geographic information system (GIS)-based site-selection methodology for wind-power plants in the province of Córdoba, which has hitherto been regarded as unsuitable for this sort of facility owing to the lack of wind resources. Three scenarios have been set out, each of which presents a different set of restrictions. Scenario 2 applies the most stringent restrictions in the specialized literature, and finds no suitable areas for the installation of wind-energy plants. However, Scenario 1, which applies the least stringent restrictions, and Scenario 3, which applies the same restrictions currently in force for other wind turbines already in operation in Andalusia, have led to the identification of several areas that could a priori be considered suitable and now need more detailed analysis. The results illustrate the convenience of undertaking multiscenario analyses.

The objective of this research is to develop methodological tools to consider qualitative information in solving spatial problems with their particular application to the determination of generating sites for renewable energy systems. This locational problem has a complex nature and its solution has to be capable to take into account a wide range of considerations, as well as evaluations of a qualitative character. In this sense, the proposed process of elaborating decisions starts with studies related to the spatial criteria, which are modeled and processed within the Spatial Multicriteria Analysis. The relative importance of the spatial criteria is established by the involved experts on the basis of the construction, transformation, and processing of preference relations within the framework of the Analytic Hierarchy Process. The resulting decision maps are generated by aggregating the spatial criteria, applying the Ordered Weighted Averaging operator and the linguistic quantifiers. These maps permit one to highlight rational solution alternatives, which, if necessary, are evaluated, compared, chosen, prioritized, and/or ordered, applying additional spatial criteria (of quantitative as well as qualitative character), by means of techniques for preference modeling in a fuzzy environment (within the framework of so-called   R X , models). The corresponding decision process permits one to take into account and process quantitative and qualitative spatial criteria as well as preferences and judgments of the experts. The paper results are illustrated by a Case Study related to the determination of the most suitable locational alternatives for renewable power plants in the Minas Gerais state, Brazil.

Summary Nowadays energy demand has increased due to industrial development and population growth. On the other hand, attention to environmental issues has made it necessary to use renewable energy. The utilization of wind energy is emphasized due to low construction costs and rapid installation. Wind energy, on the other hand, can be stored via creating hydrogen because its power fluctuates at different times and is not uniform. The production of hydrogen and energy is essential to meet the needs of industries in different countries. Therefore, in this study, a comprehensive approach is presented to locating hydrogen production from wind energy using multicriteria decision‐making (MCDM). To implement the proposed approach, a case study in Iran and Hormozgan province is used. Hormozgan province is in good condition in terms of wind potential and many industries in this province need energy and hydrogen. The most appropriate factors were judged to be average wind speed, each region's number of refineries, and each region's rate of industrial development, with weights of 0.192, 0.167, and 0.141, respectively, using the stepwise weight assessment ratio analysis (SWARA) approach. The cities in Hormozgan province were then prioritized using the weighted aggregated sum product assessment (WASPAS) technique. Then, the sensitivity analysis of the ranking results was performed and The COmplex PRoportional ASsessment (COPRAS), additive ratio assessment (ARAS), and weighted sum methods (WSM) methodologies were then used to validate the results. For the development of hydrogen projects, Bandar Abbas was determined as the most suitable place. A 900‐kW turbine at Bandar Abbas will generate 532 730 kWh of power and 8620 kg of hydrogen annually.
