Systematic Review of Literature on Dry Port Concept Evolution

Dry port plays an important role in supply chain management and mitigates seaport problems. The aim of this paper is to review the dry port concept over the different phases. Today there are different types of dry ports, different interpretations on the dry port life cycle, and different relations with seaport. We will provide a clear vision on the concept development and the advantages that can be added to the seaport and transportation flow. Then, the study will show the evolution of the research community interest on the concept. In the first step, we will briefly present all the challenges faced by seaports today. Next, we will undertake a systematic literature review in order to provide a global vision able to answer questions concerning dry port concept, types, research evolution. Finally, we will present some research topics that open for us at the dry port seaport system.

Locating a dry port depends on various criteria such as distance, modes of transport, cost associated, environmental, geographical, and social concerns. The paper's primary purpose is to identify the location-specific attributes impacting dry port locations, particularly in peninsular India, where seaports are very close to each other. The paper's objective has been achieved through a four-cycle Delphi survey and criticality through linear ranking and consistency through Kendall’s ‘W’. Initially, the criteria are identified through a systematic literature survey. They are then sieved within a focus group consisting of five experts with experience of more than twenty years in port operations. Final vetting of the criterion is done through a Delphi survey; the experts with a mutual interest in the subject but from different backgrounds are included. The final vetted list is determined. In the last two rounds of the survey, the rankings were determined, a consensus was reached, and the final rank was obtained. The results indicate that proximity and economic criteria are the most crucial in the chosen geography, which contradicts the developed regions, where the environmental criterion dominates. However, the environmental criteria have been ranked third. Even though the Delphi method is an age-old method used in many literatures in different contexts, it is not used in a dry port problem in the peninsular region. Consensus building is significant in strategic decisions, like dry port location selection. Since this study involves multiple stakeholders from diverse backgrounds and a subjective opinion was required, the Delphi method and linear ranking have been adopted.

According to the detailed planning of Southeast seaport group up with an orientation to 2030, Ba Ria -Vung Tau seaport is an international gateway (type IA), acting as an international transshipment port where commercial, industrial services are developed and facilitated in goods import and export activities. However, one of the significant obstacles to the development of the Ba Ria-Vung Tau port service industry is the lack of synchronous infrastructure of the entire port system. The leading causes of these obstacles are due to inappropriate design and investment in anchoring and lack of in-depth studies on the specific characteristics of the flow through the anchorage area. This is a big problem, because the tankers often have low freeboard, mainly affecting the flow in the mooring area. Therefore, the focus on studying the impact of the flow in the anchored area of Vung Tau on oil tankers will contribute to the maritime practice of the anchoring areas in general and in Vung Tau in particular. In this paper, the authors will focus on empirical research on an experimental model that is constructed by the uniform method to determine the anchor-cable tension of ship anchorages with different loading modes at the assumed flow rate in the anchoring areas in Vung Tau. The results obtained from experimental research and simulation by numerical methods are compared and evaluated to develop an empirical and reliable formula for anchor-cable tension with oil tankers in Vung Tau anchoring area.
