“Deus me livre! Vou rezar muito e pedir para não cair nesse Cantagalo”: negociações e conflitos em jogo no processo de implementação de políticas públicas em uma favela da cidade do Rio de Janeiro

Abstract

Resumo:O presente trabalho tem como objetivo descrever e analisar as divergentes lógicas que orientam o PAC e os moradores em relação à forma como concebem o espaço do chamado "Complexo Pavão-Pavãozinho-Cantagalo". A partir do método etnográfico, o trabalho evidencia que o PAC foi elaborado e atua nesse espaço concebendo-o como um todo coeso, integrado e uniforme; ao passo que, o que está em jogo, para os moradores, é a contiguidade de duas favelas distintas e historicamente marcadas por uma série de disputas e rivalidades entre seus moradores, que se reflete em sua organização sócio espacial.Palavras-chave: políticas públicas, favela, conflito, organização sócio espacial. Abstract:The article aims to analyze the different perceptions of the PAC and the residents on the area known as "Complexo Pavão-Pavãozinho-Cantagalo". In an ethnographic way, this work discuss the process that bring to the fore the alliances and disputes that permeate the socio-spatial organization established by the residents. The PAC has been developed and operates at the "Complexo" conceiving it as an uniform and integrated area; but, for the residents, it is two neighboring slums with a series of rivalry and disputes between them.
