The urgency of finding ways and opportunities to intensify modern innovative practice determined the purpose of this publication, which is to highlight the results of research into the trends of innovative activity to ensure the growth and sustainable development of the economy of Ukraine, as well as to find factors that inhibit this process. This study is based on the thesis that in modern realities, to obtain a commercial or social effect, it is necessary to intensify innovative activity, as a set of processes aimed at creative search, formation, publication, and implementation of innovations in practice. Such activity involves making investments in objects of innovative activity. Methodological aspects of the study consider the concepts of identifying patterns of influence of the volume of expenditures on scientific, research, and design activities on the number of researchers involved in such activities, on the effectiveness of their research, and therefore on the state of innovative development of the state. The change in the positions of Ukraine in the rating evaluations regarding innovative development was investigated, a comparative analysis of the research and development costs of the leading countries of the world and Ukraine in 2020 was performed, the downward dynamics of changes in the number, organisations, and number of employees carrying out R&D, the costs of performing such works and the share were revealed of these costs in the gross domestic product of Ukraine during 2010-2020. The main factors inhibiting the process of intensification of innovative activity include a decrease in state funding of research and development, and therefore, a decrease in the number of organisations and researchers engaged in the creative activity of scientific research. Positive trends towards the formation of gender parity among the performers of scientific research work (47.6% are women), the growth of activity in the field of innovative activity and the increase in expenses of enterprises for innovative activity in 2020 have been revealed. It is proposed to start the development of an effective national innovation policy with the definition of the conceptual provisions of innovative development. The results of the study can be useful for a wide range of scientists who study issues of innovative development, specialists of management structures who analyse the state of innovative development and take care of issues of developing strategies for recovery and further development of the national economy.

The purpose of the research was to find out why the reforms of the long-term state policy for the development of national science did not lead to an increase in the funding of scientific research and an increase in the role of science in the national innovation system, including in the field of agricultural science. The study was conducted using questionnaire-based survey methods and focused expert interviews. The results obtained in the course of the research are of practical interest to the authorized bodies of the state scientific and innovation policy of Kazakhstan, subjects of innovation infrastructure and entrepreneurs in the field of science and innovation. According to the results of the survey, the trend of scientists’ dissatisfaction with the existing system of financing agro-industrial science is clearly traced, as well as their own opinions on specific measures to solve problems existing in this area.
Companies are encouraged to commit for an improvement of the production pro-cesses' sustainability and are asked to align their strategies to the sustainable de-velopment principles. In this regard, the relevance of the research is to determine the effectiveness of the introduction of the developed technologies of the protein-carbohydrate semi-finished product in order to expand the range of protein foods, increase their biological value, as well as create products that meet the require-ments of healthy eating. The research purpose is to determine the level of pro-spects for implementing the strategies of enterprises of introducing semi-finished products based on the targeted use of protein-carbohydrate milk nutrients in the conditions of insufficient consumption of milk and dairy products, the decrease of stock, and the reduction of their production in Ukraine. The main methodology of this work based on complex analysis with account the scientific and technical, economic, social, environmental, marketing effects. In addition, method of implic-it logic has been applied to generalize the results of scientific development and evaluate the prospects of its implementation in practice. The article shows that in the conditions of insufficient consumption of milk and dairy products, the de-crease of stock, and the reduction of their production in Ukraine, introducing semi-finished products based on the targeted use of protein-carbohydrate milk nutrients will help solve the problem of providing high protein and other nutrients. In addi-tion, the level of prospects for implementing the results of scientific work in the practice of enterprises has been identified. The generalized assessment of the po-tential of scientific developments taking into account scientific and technical, eco-nomic, social, ecological, marketing effects proved the high level of their effec-tiveness. The practical significance of study determined by the possibility of appli-cation the proposed methodological apparatus, which will effectively carry out foreign economic activity, assess the benefits of the organization, control the or-ganization's own resources, effectively assess environmental factors to respond quickly, implement sustainable innovative development strategies and investment policy.
