Determination of Cost-Effectiveness Threshold for Health Care Interventions in Malaysia

Abstract: These findings suggest that there is no single WTP value for a quality-adjusted life-year. The CE threshold estimated for Malaysia was found to be lower than the threshold value recommended by the World Health Organization.

“…The varied intervention effectiveness served as a validity test to confirm whether people understood the attributes of the health intervention, as one of the most documented challenges with performing CV studies is ensuring that respondents understand the quantitative portion of the survey. 15 , 21 , 22 , 23 Varying effectiveness while holding other attributes constant allows us to test whether individuals understand what they are paying for.…”

“…The insuf iciency of an empirical reimbursement threshold in Malaysia could have a consequential reaction on the clarity of healthcare decisions. The estimated CE limit for Malaysia was below the recommended threshold of the World Healthcare centers or healthcare establishments (Lim et al, 2017). Theoretical modal for integrated mms…”

“…The ICER was calculated by dividing the difference in cost between the intervention group and the control group with the difference in their effectiveness. An estimated ICER threshold for Malaysia of RM19,929 to RM28,470 (USD4700.24 -6714.62) was used as a reference [22]. A treatment option is considered cost-effective if the ICER per additional severe exacerbation avoided was below RM28,470 (USD6714.62).…”

“…Where a standard error or confidence intervals were not published for variables, ±30%-50% from the base case values were explored. The ICER value was compared with the ICER threshold from Lim et al study, ranging between RM19,929 (USD4700.24) to RM28,470 (USD6714.62) [22]. The variables that had the most influence on the model were determined as well (Figure 3).…”
