The study presents the research results on the identification of technical and safety requirements specific to work equipment made of electrical insulation materials combined with conductive elements, to guarantee safety in use. The identification of the technical and safety requirements specific to the work equipment that is provided with electrically insulating materials combined with conductive elements was carried out, taking into account the safety conditions that must be guaranteed from the design and manufacturing phase. The national technical norms for live work stipulate that the work equipment used for electrical installations must be certified from the point of view of safety and health at work. Research study shows the behavior of various electrical insulation materials combined with conductive elements under the influence of mechanical, electrical, thermal and environmental factors to verify and certify the safety function that must be guaranteed in use. The research results consist of the development of the experimentation and evaluation methodology concerning the legal regulations in force and the evaluation of compliance with the technical and safety requirements identified for work equipment that is provided with electrical insulation materials combined with conductive elements - occupational health of workers and a safe work environment.

The products intended for professional use must guarantee the fulfilment of the safety and health requirements from the design phase; they are being tested in the experimentation and “zero series” stage to validate the series production. The work equipment for professional use, the industrial product prototype’s functional, operating and protection properties must be defined to establish the necessary conditions for their experimentation. In this sense, it is necessary to develop specific tools for the management of professional risks in order to take the decision at the managerial level to protect the workers who carry out industrial activities. The study presents research results regarding establishing security and compliance conditions to develop a methodology for experimentation, testing and validation of product prototypes intended to protect workers and prevent occupational risks in electrical installations. As part of the research study, a managerial tool for managing professional risks was developed in order to ensure the protection of people who carry out industrial activities and the prevention of occupational risks in the energy sector, which consisted of an intelligent decision support tool necessary for designing, experimenting the product prototype, the testing of the upgraded product model and its validation, to introduce it into series production.

The work in electrical installations requires some activities to be carried out on heights, and must be carried out in a safe manner and with appropriate ergonomic conditions, by choosing specific work equipment and means of protection, to ensure optimal working conditions in safety parameters. The use of electrical insulating work equipment for temporary work on heights it is a mandatory technical and safety measure to carry out the specific activities in electrical installations, as well as to ensure the protection against electrical risks and to prevent falling from heights. The research study aimed at identifying the specific professional risks and the assessment of the technical and safety requirements for work equipment intended to be used on heights - ladders made of electrical insulating material sections. Effective management of the safety management of this work equipment is necessary to ensure a high level of safety for workers and to establish the necessary preventive measures for the use of combined ladders. The results of the study consist of identifying and establishing the specific safety requirements specific to work equipment for work on heights, ladders which have both metallic and electrical insulating material.
