Design of Industrial Technological Revolution on the Principles of Sustainable Development, Taking into Account Counteraction of Unfair Competition

Abstract

The breakthrough scientific and technological development demanded by economy and the social sphere of the Russian Federation in the near future, in compliance to the adopted strategic governmental decisions, is impossible without design evidence-based developments. Implementation of design approach at the governmental level is possible with application of the financial and budgetary design based on design and target approach to implementing the strategic tasks. The financial and budgetary design of industrial technological revolution demands specific approaches to the methodological principles that consider both its scientific and technical potential and innovative developments, which need to be scaled up, and the tools of ensuring the balanced social, ecological and economic development, as well as the measures of counteracting the external and internal unfair competition. The article presents the basic methodological provisions of expected financial and budgetary design of industrial technological revolution in the resource region on the principles of sustainable development and innovative industrialization, taking into account the active counteraction to internal and external factors of unfair competition.
