Abstract. Coastal floods are a consistent threat to oceanfront countries, causing major human suffering and substantial economic losses. Climate change is exacerbating the problem. An early warning system is essential to mitigate the loss of life and property from coastal flooding. The purpose of this study is to develop a coastal flooding early warning system (CoFEWs) by integrating existing sea-state monitoring technology, numerical ocean forecasting models, historical database and experiences, as well as computer science. The proposed system has capability of offering data for the past, information for the present and future. The system was developed for the Taiwanese coast due to its frequent threat by typhoons. An operational system without any manual work is the basic requirement of the system. Integration of various data sources is the system kernel. Numerical ocean models play an important role within the system because they provide data for assessment of possible flooding. The regional wave model (SWAN) that nested with the large domain wave model (NWW III) is operationally set up for coastal wave forecasting, in addition to the storm surge predicted by a POM model. Data assimilation technology is incorporated for enhanced accuracy. A warning signal is presented when the storm water level that accumulated from astronomical tide, storm surge, and wave-induced run-up exceeds the alarm sea level. This warning system has been in practical use for coastal flooding damage mitigation in Taiwan for years. An example of the system operation during the Typhoon Haitung which struck Taiwan in 2005 is illustrated in this study.

Abstract-The degree of well-being and satisfaction that people experienced has an influence on their political beliefs. During times such as in natural disasters or catastrophe, the victims' senses of political beliefs are tested and can result in negative perceptions, a decline towards disbelief in their own politicians. However, during floods, the victims still seem to trust their own politicians.Although remedial strategies and relief may come from other parties, they still hold on to their political beliefs. Hence, this article attempts to investigate the political belief system of the flood victims and examine if it can indicate their political well-being.Index Terms-Political beliefs, well-being, happiness, flood victims.

Flash floods need to be monitored from a safe place, ideally with noncontact instruments installed at a riverbank and oriented so that they look obliquely at the water surface. The “inclined Lidar” technique could be useful for this purpose. It works based on the fact that a near-infrared Lidar mounted with a large incidence angle can detect suspended particles slightly below the surface, provided that the water is very turbid, something which is likely during flash floods. To check this hypothesis, an inexpensive “time of flight” (TOF) Lidar was installed during a rainy season at the Amacuzac River (Mexico), which was usually found to be extremely turbid (Secchi depth < 0.5 m). Under these circumstances, the Lidar had no difficulty detecting the water (sub) surface. Converting the measured distances into stage estimates through a simple (one point) calibration resulted in reasonable agreement with reference data (within ±0.08 m (p = 0.95) and always <0.5 m), especially during the passing of a flash flood. This is the first evidence that an inclined (TOF) Lidar can be used to monitor the stage during a flash flood. Indirectly, it also shows that a (Doppler) Lidar could be used to monitor water velocity during this type of event.
