Assessing differences in household needs: a comparison of approaches for the estimation of equivalence scales using German expenditure data

Equivalence scales are routinely applied to adjust the income of households of different sizes and compositions. Because of their practical importance for the measurement of inequality and poverty, a large number of methods for the estimation of equivalence scales have been proposed. Until now, however, no comprehensive comparison of current methods has been conducted. In this paper, we employ German household expenditure data to estimate equivalence scales using several parametric, semiparametric, and nonparametric approaches. Using a single dataset, we find that some approaches yield more plausible results than others while implausible scales are mostly based on linear Engel curves. The results we consider plausible are close to the modified OECD scale, and to the square root scale for larger households.

Dieses Heft ist die erste Ausgabe des neuenAStA -Wirtschafts-und Sozialstatistisches Archiv.Diese Zeitschrift ist wie das AStA -Advances in Statistical Analysis eine Zeitschrift der Deutschen Statistischen Gesellschaft. Sie versteht sich in der Tradition des altehrwürdigen Allgemeinen Statistischen Archivs als zentrales deutschsprachiges Organ für die Publikation wirtschafts-und sozialstatistischer Arbeiten, während die in Englisch publizierten Advances auf die Veröffentlichung theoretischer und methodischer Arbeiten ausgerichtet sind. Zusammen mit den Advances führt das Wirtschafts-und Sozialstatistische Archiv die mehr als hundertjährige Tradition des alten AStA fort.Das AStA -Wirtschafts-und Sozialstatistisches Archiv steht vor allem offen für Arbeiten, die substantielle Fragestellungen der Wirtschafts-und Sozialwissenschaften mit einer Methodik behandeln, die Konzepte der klassischen Wirtschaftsstatistik mit modernen mathematisch geprägten statistischen Ansätzen verbindet. Publiziert werden methodisch fundierte, problem-orientierte Arbeiten. Im Vordergrund stehen Themen, die für eine breitere wissenschaftliche und auch außerwissenschaftlichë Offentlichkeit von Interesse sind.Für die Publikation einer Arbeit im AStA -Wirtschafts-und Sozialstatistisches Archiv sind Originalität, substanzwissenschaftlicher Erkenntnisgewinn sowie dië okonomische oder gesellschaftswissenschaftliche Relevanz ausschlaggebend.
