“…While advisory committees are of course not formally authorised to make binding decisions and their advice will also usually not be implemented 1 to 1, their double authority is considerable and can provide these "quasi-legislative bod[ies]" (Brown 2008, 544) with a pronounced de facto influence on policy-making (Brown et al 2005, 85). Their negotiated outcomes cannot easily be ignored by decision makers, and even if the degree of direct diffusion is low, parts of the advice usually resonates strongly in the political sphere (Maasen/Weingart 2005, 15;Kropp 2003). Their visibility also makes it costly for policy-makers to take decisions that contradict committee advice, as Lavertu and Weimer (2011, 232) (Lijphart 1999, 42ff.).…”
