“…Critics allege that good-governance policies are symbolic, subtle gestures that fail to address the substance of failed market reforms (Chang, 2007), and that democratic progress is often minimal due to donors' mixed commitment (Lynch &Crawford, 2011). Nevertheless, such policies illustrate how the criteria and means of accounting for development extend into the social and political, and beyond economic growth and rising average incomes.…”

“…At least 2.5 billion people hold community lands, over 6+ billion hectares, more than half the global land area [38]. Second, the nature of community tenure is also proving more relevant in most of the 130 or so economies which The World Bank identifies as agrarian in the 21st century [39], as a useful framework for devolving authority and decision-making to the grassroots [40]. Third, the community land sector is predominantly made up of resources that have been seriously neglected in property relations-forests, rangelands and swamplands.…”

This chapter contributes a theoretical argument, focused on elite-ruler relations, that explains the mismatch between our existing theories and observed empirical realities in Africa.…”

“…Newly democratized states in Africa have been described variously as 'hybrid regimes' (Bogaards, 2009), 'defective democracies' (Merkel, 2004), and more akin to 'minimalist democracies' (Clapham and Wiseman, 1995). Although progress has been made compared to their predecessor regimes, they are seen to have a number of profound flaws including ongoing military interventions, democratic rollback, entrenched ethnic voting, and high levels of violence including election violence (Lynch and Crawford, 2011). This viewpoint assumes that citizens want good governance and demand it from their politicians but weak institutions make them unable to articulate these demands and incentivize politicians in the way theories expect.…”
