Demanding to Be Seen and Heard: Latino Immigrant Organizing and the Defense of Human Rights in Houston

Abstract: Latino migrants in Houston mobilize in myriad ways to defend their rights in the current context of increased enforcement and restrictive laws. Through an exploration of the mobilization strategies of Living Hope Wheelchair Association, an organization of Latino migrants with spinal cord injuries, this article considers the ways this organization reframes migration as an issue of human rights and social justice rather than one of criminalization. “…The organization was founded in response to a policy decision of the Harris County Hospital District to stop providing necessary medical supplies and equipment to people with disabilities who were non-Medicaid eligible. 29,30 Supplies such as catheters, diapers, and sterile gloves are expensive, required daily, and a necessity for survival.
