Background and aims While cannabis use has been found to impair motor vehicle driving, the association between cannabis legalization and motor vehicle fatalities is unclear. In Uruguay in December 2013, cannabis for recreational purposes was legalized. This study assessed the association between implementation of this law and changes in traffic fatality rates. Design Interrupted time–series analysis of traffic fatality rates of light motor vehicle drivers and motorcyclists in urban and rural settings. Changes are reported as step and trend effects against modeled trends in the absence of legalization. Setting Uruguay, Montevideo and four rural provinces (Colonia, Florida, Río Negro and San José) from 1 January 2012 to 31 December 2017. Cases and measurement Weekly traffic fatalities of light motor vehicle drivers and motorcyclists per type of vehicle. Data were gathered from the National Road Safety Agency of Uruguay and the Ministry of Transport and Public Works, respectively. Results Cannabis legalization was associated with a 52.4% immediate increase [95% confidence interval (CI) = 11.6, 93.3, P = 0.012] in the light motor vehicle driver's fatality rate. However, no significant change in the motorcyclists’ fatality rate was observed. In Montevideo the legislation was associated with an absolute increase in its light motor vehicle driver's fatality rate by 0.06 (95% CI = 0.01, 0.11, P = 0.025), but no significant associations were observed in rural settings. Conclusions In Uruguay, the 2013 legislation legalizing recreational cannabis consumption may have been associated with an increase in fatal motor vehicle crashes, particularly in light motor‐vehicle drivers and urban settings.

A cannabis festival in urban space: visitors' motivation and travel activity

PurposeThe present study aimed at classifying cannabis festival attendees based on their motivation and travel activities, profiling the resultant latent groups with demographic and travel characteristics and examining the association between the groups.Design/methodology/approachWith a quantitative-exploratory approach, this study collected 392 out-of-state visitors' responses to a cannabis festival in Denver, Colorado and classified them according to their motivation and activity participation. Using the classification results, the study profiled the festival visitors based on their demographic and travel characteristics. Latent class analysis, analysis of variance (ANOVA) and cross-tabulation were employed.FindingsThe results revealed that festival visitors were categorized into four latent groups by motivation and three latent groups by travel activity participation. Regarding motivation, the cannabis seekers (relatively young, White/Caucasian and residents in liberal states) and multi-purpose seekers (relatively young, Black/African American and residents in conservative states) were strongly motivated by cannabis-related factors. For travel activity participation, moderate participants were more likely to be first-time visitors, whereas active and passive participants were classified as repeat visitors.Originality/valueThe current study filled the research gap in the quantitative exploration of cannabis tourism industry in general and cannabis festival segment specifically. The findings contribute to (1) better understanding of out-of-state visitors' motivation and travel behaviors while attending a cannabis themed festival and (2) serving as a seminal work in the context of cannabis tourism literature since the recreational cannabis legalization in the United States.

Mass tourism has been creating increasing complaints and resistances in many tourist cities worldwide. The global Covid-19 health emergency has further affected the complex relationship between the activities of city dwellers and those of the tourist flows. Be the visitors present or abruptly absent, the effects of tourism on housing, labour, and the urban economy as a whole can threaten the very survival of a tourist destination. The ultimate goals of tourist-based transformations are not clear, nor their relationship with the resilience of destinations. A systemic perspective is here offered on tourism in cities, with a focus on the city that likely exhibits the highest level of tourist attraction with respect to its vulnerability, that is, Venice, Italy. Various aspects of its sustainability and resilience, along with the involved interconnection and dependency links, are taken into consideration. Currently proposed alternative scenarios are presented, and their weaknesses commented. Some implications are also addressed for sustainable and resilient transformations. The comprehension of the dynamics that drive a tourist city system, together with the study of its systemic leverage points, appear to be mandatory for effective urban policies and planning.
