Drug addiction is a major public health problem, one that is most acutely felt in major cities around the globe. Harm reduction and safe injection sites are an attempt to address this problem and are at the cutting edge of public health policy and practice. One of the most studied safe injection sites is INSITE located in Vancouver, British Columbia. Using INSITE as a case study, this paper argues that knowledge translation offers a limited framework for understanding the development of public health policy. This paper also argues that the experience of INSITE suggests that science and social justice, the meta-ideas that lie at the core of the public health enterprise, are an inadequate basis for a theory of public health policy making. However, on a more positive note, INSITE also shows the value of concepts drawn from the ways in which political science analyzes the policy process.

IntroductionAs the global prevalence of obesity and chronic diseases continues to rise, the need for effective health promotion programs is imperative. Whilst research into effectiveness of health promotion programs is needed to improve population health outcomes, translation of these research findings into policy and practice is crucial. Presently, evaluation has been applied inconsistently to health promotion programs [5], limiting the translation of knowledge. Health promotion programs have further been criticised for insufficient evaluation planning [6] and scrutinised as "fail (ing) to contribute to their own quality enhancement" [5]. Barriers to evaluation include funding constraints, lack of knowledge, skills and familiarity with evaluation methodologies and poor availability of measurement tools. Information related AbstractBackground: Evaluation has an integral role in effective health promotion, yet few large scale health promotion interventions prospectively incorporate rigorous evaluation into their planning processes. To promote greater use of evaluation we reviewed the health promotion literature incorporating evaluations and have produced a succinct summary.

Abstract. BACKGROUND:Parents who care for young children with chronic conditions are knowledge users. Their efforts, time, and energy to source, consider and monitor information add to the 'invisible' work of parents in making decisions about care, school transitions, and interventions. Little is known or understood about the work of parents as knowledge users. OBJECTIVE: To understand the knowledge use patterns and how these patterns may be monitored in parents caring for their young children with cerebral palsy (CP). METHODS: An embedded case study methodology was used. In-depth qualitative interviews and visual mapping were employed to collect and analyze data based on the experiences of three mothers of young children with CP. RESULTS: Knowledge use in parents caring for their young children with CP is multi-factorial, complex and temporal. Findings resulted in a provisional model elaborating on the ways knowledge is used by parents and how it may be monitored. CONCLUSIONS: The visual mapping of pathways and actions of parents as end users makes the processes of knowledge use more visible and open to be valued as well as appreciated by others. The provisional model has implications for knowledge mobilization as a strategy in childhood rehabilitation and the facilitation of knowledge use in the lives of families with children with chronic health conditions.
