АннотацияВ статье представлена разработанная на основе израильского опыта концепция трансфор-мации российской системы государственно-частного партнерства в области формирования и развития национальной экономики инноваций. Даны основные контуры новой системы как на философско-идеологическом, так и прикладном уровнях. В качестве иллюстрации успешности предложенной концепции в статье исследованы программы центрального государственного органа Израиля, отвечающего за эту сферу, -Ведомства главного уче-ного. Основная задача -показать эффективность рассматриваемых программ и их при-менимость в современной России при условии необходимой в таких случаях адаптации. Актуальность темы обусловлена необходимостью всестороннего изучения иностранного опыта в процессе развития национальной экономики. Опыт Израиля в этой сфере видится для России одним из наиболее релевантных ввиду существенной роли государственного аппарата в процессе формирования инновационной экосистемы, а также накопленного в Израиле длительного опыта построения экономики со значительной долей госсектора. Теоретической и фактологической базой работы послужили труды израильских и рос-сийских специалистов, а также различные справочные и информационные материалы, найденные автором в сети Интернет. Результаты анализа программ государственно-част-ного партнерства, приведенные в статье, могут быть применены при составлении учебных программ по таким дисциплинам, как мировая экономика, регионоведение, государственное управление, управление в области инноваций; при подготовке соответствующего аналити-ческого и справочного материала органами государственной власти и частными компани-ями. Авторская концепция применения таких программ в России может служить основой при формировании средне-и долгосрочных программ инновационного развития регионов нашей страны. One of the most unexpected changes of the 1990s is that firms in a number of emerging economies not previously known for their high-technology industries have leapfrogged to the forefront in new Information Technologies (IT). Surprisingly, from the perspective of comparative political economy theories, the IT industries of these countries use different business models and have carved out different positions in the global IT production networks. Of these emerging economies, the Taiwanese, Israeli, and Irish have successfully nurtured the growth of their IT industries. This dissertation sets out to establish that emerging economies have more than one option for developing their high technology industries. Moreover, it advances a theoretical framework for analyzing how different choices lead to long-term consequences and to the development of successful and radically different industrial systems. Hence, this dissertation strives to give politics -the art and profession of creating alternatives and the social struggles of choosing between, and acting on, them -the importance that it seems to have lost in the social sciences. The research focuses on the role of the state in shaping the structure of the IT industry in Israel, Ireland, and Taiwan. It argues that the developmental path of the IT industry is influenced by four critical decisions by the state. First, decisions about how to acquire the necessary R&D skills influence which organizations -public or private -play a leading role in innovation. Second, state decisions about financing significantly affect both the R&D resources available to the industry and the scope of R&D activity. Third, state efforts to develop local leading companies have long-term consequences for the industry's opportunity structure. Fourth, state decisions regarding foreign firms and investors within and outside national borders affect the resources and the information that the industry receives from its customers, as well as the diffusion and development of specific innovative capabilities. Of particular importance are state decisions that develop specific links between local and foreign companies, investors, and financial markets. Overall, the dissertation utilizes this framework to explain the divergent development of the IT industry in Taiwan, Israel, and Ireland.

The economic changes faced by several Brazilian companies with origins in the defense industry have forced a shift in their technological strategies. Embraer, the darling of the Brazilian defense industry, has dramatically revamped its business strategy and has succeeded. Others, such as Avibras and Engesa, have not fared as well in this shift. This paper presents a model for the shift of companies whose technological competencies change due to market forces and how such companies respond to these strategic decisions. The cases of Embraer, Avibras and Engesa highlight the factors of success and failure. RESUMEN.Los cambios económicos enfrentados por varias empresas brasileñas basadas en la industria de defensa forzaron un cambio en sus estrategias tecnológicas. Embraer, la niña querida de la industria de defensa brasileña, ha modernizado su estrategia comercial con éxito. Otras empresas como Avibras y Engesa no tuvieron tanta suerte al efectuar el cambio. A Embraer, a menina dos olhos da indústria brasileira deste segmento, reformulou a sua estratégia de negócios e obteve sucesso. Outras, como a Avibras e a Engesa não obtiveram o mesmo sucesso com tal mudança. Este trabalho apresenta um modelo de mudança para as empresas, cujas competências tecnológicas mudam de acordo com as imposições do mercado, e como elas reagem a estas decisões estratégicas. Os casos da Embraer, da Avibras e da Engesa destacariam os fatores de sucesso e de fracasso.
