The current rise of protectionism has become the main uncertainty associated with global energy, economy, and the environment. Furthermore, the decoupling carbon emissions from economic growth is crucial for implementing Intended Nationally Determined Contributions (INDCs). These INDCs would be discounted if decreasing carbon emissions would require sacrificing economic growth. This study explored the effect of protectionism (by measuring trade openness based on available data) on the decoupling carbon emissions from economic growth. For this, the heterogenous effects of trade openness on carbon emissions were investigated using in data of 182 countries from 1990 to 2015. The results show that trade openness decreased carbon emissions in high-income and upper-middle-income countries, while having no significant impact on carbon emissions of lower-middle-income countries; even worse, for low-income countries, trade openness increased carbon emissions. The heterogeneous effects of trade openness on carbon emissions indicate that trade openness positively impacts the decoupling economic growth from carbon emission in rich countries, but negatively impacts poor countries. In addition, increasing individual incomes and population distort the decoupling economic growth from carbon emissions. Renewable energy and high oil prices contributed to the decoupling economic growth from carbon emissions. These effects are similar in all countries. Targeted policy implications are presented that enable the decoupling economic growth from carbon emissions for countries with different income levels.

COP26 highlighted near-term emissions reductions in addition to longer-term net-zero. At the same time, shifts in political landscapes around the world have furthered the salience of climate action led by non-state actors such as business interests, civil society and nonprofits, and local and regional communities. Despite the promise, performance of non-state climate action remains unclear and requires further empirical validation. The current study focuses on corporate entities and explores the potential effect of corporate leadership on climate governance performance. Our aim is to advance the literature on non-state climate governance by offering empirical evidence of the less-studied effectiveness of non-state climate governance leadership. Echoing previous research, our study identifies a contingent perspective on the effect of corporate leadership on climate governance performance. Specifically, through the context of utilities’ energy efficiency programming in the U.S. and a multilevel research design, we find suggestive evidence that when the moderating effect of citizens’ support is considered, corporate leadership could potentially positively affect climate governance performance. Additionally, we demonstrate that a climate governance system’s operational uncertainty can complicate the effect of corporate leadership on performance whereas a pro-environmental citizenry can enhance such effect.

The unavoidable option for socially sustainable development is a low-carbon economy. One of the essential steps for China to attain high-quality development is reducing carbon emissions. It is necessary to realize low-carbon development in Sichuan, as it is not only an important economic zone but also an ecological protected area. The concurrent relationship among energy consumption, carbon emissions, and economic growth was examined in this study using the Tapio decoupling indicator, and the factors affecting energy consumption and carbon emissions in Sichuan were broken down using the logarithmic mean Divisia indicator (LMDI). The findings demonstrate a fundamental relative decoupling relationship between Sichuan’s energy use and carbon emissions. Analysis of energy consumption and carbon emissions in Sichuan Province from 2005 to 2020 shows distinct patterns. From 2005 to 2012, in 2014, and from 2016 to 2020, the relationship between energy use and carbon emissions was relatively decoupled, with decoupling values ranging between 0 and 1. Absolute decoupling occurred in specific years: 2010, from 2013 to 2018, and in 2020. These periods are characterized by economic growth alongside reductions in carbon emissions. Factors affecting energy consumption and carbon emissions were consistently analyzed, showing similar impacts throughout the study periods. We find that population and economic growth are the main driving forces of these effects. The effects of energy intensity and industrial structure mainly play restraining roles, and the latter has a slightly weaker effect than the former.
