Declines in SARS-CoV-2 Transmission, Hospitalizations, and Mortality After Implementation of Mitigation Measures— Delaware, March–June 2020

Abstract: On November 6, 2020, this report was posted as an MMWR Early Release on the MMWR website (https://www.cdc.gov/mmwr). Mitigation measures, including stay-at-home orders and public mask wearing, together with routine public health interventions such as case investigation with contact tracing and immediate self-quarantine after exposure, are recommended to prevent and control the transmission of SARS-CoV-2, the virus that causes coronavirus disease 2019 (COVID-19) (1-3). On March 11, the first COVID-19 case in De… Show more

“…Masks are an important intervention for mitigating the transmission of SARS-CoV-2 ( 1 6 ), and countywide mask mandates appear to have contributed to the mitigation of COVID-19 spread in Kansas counties that had them in place. Community-level mitigation strategies emphasizing use of masks, physical distancing, staying at home when ill, and enhanced hygiene practices can help reduce the transmission of SARS-CoV-2.…”

“…After the governor’s executive order, COVID-19 incidence (calculated as the 7-day rolling average number of new daily cases per 100,000 population) decreased (mean decrease of 0.08 cases per 100,000 per day; net decrease of 6%) among counties with a mask mandate (mandated counties) but continued to increase (mean increase of 0.11 cases per 100,000 per day; net increase of 100%) among counties without a mask mandate (nonmandated counties). The decrease in cases among mandated counties and the continued increase in cases in nonmandated counties adds to the evidence supporting the importance of wearing masks and implementing policies requiring their use to mitigate the spread of SARS-CoV-2 ( 1 6 ). Community-level mitigation strategies emphasizing wearing masks, maintaining physical distance, staying at home when ill, and enhancing hygiene practices can help reduce transmission of SARS-CoV-2.…”

“…¶¶¶ Because the risk for household transmission is high and occurs rapidly in the absence of face masks or other protective behaviors, household members of persons with diagnosed COVID-19 should be quarantined, and, in the event that they experience symptoms or receive a positive test result, they should be isolated ( 9 , 17 ). Eliciting and reaching contacts in a timely manner is challenging ( 18 , 19 ), and quarantine can impose economic and financial burdens ( 20 ); adherence to quarantine might require provision of appropriate support services. **** Persons who receive positive SARS-COV-2 test results should also be encouraged to serve as their own contact tracers by informing close contacts that they have been exposed and encouraging those persons to quarantine, monitor for symptoms, and seek testing.…”

“…Although the evidence of the positive impact of the community mitigation policies on the burden of COVID-19 is increasing, the evidence of the impact of these policies at a local level is limited. Several individual state- or county-level investigations have shown the efficacy of mask mandates in reducing COVID-19 transmission 7 , 8 , 9 , 10 , but no studies have systematically examined the effect of community mitigation measures on rapid increases in COVID-19 incidence across the entire nation. Further, associations have not been examined by urbanicity, which may be of strong interest given the differences in COVID-19 incidence over time by urbanicity [11] .…”
