“…While the various instruments available for measuring decent work have helped to guide national policies on the subject in several countries, some limitations of these measurements have also been reported. Both researchers and policy-makers face several obstacles: (a) different levels of economic, political and social development at a national level (Ghai, 2003a;Godfrey, 2003); (b) the high degree of interdependence between countries, which makes measurements of decent work inaccurate at the national level (Ferraro, Pais and dos Santos, 2015); (c) different systems of social security and protection (Ghai, 2003b); (d) different labour markets (Fields, 2003;Godfrey, 2003); (e) a wide diversity of working conditions; and (f) different sources and instruments depending on the country (Ahmed, 2003;Bescond, Châtaignier and Mehran, 2003;Bonnet, Figueiredo and Standing, 2003).
