According to EU goals and the Paris Agreement, an urgent need exists for reducing CO2 emissions while still securing energy supply. Thus, the timely deployment of carbon capture and storage (CCS) is seemingly unavoidable, especially for the cement and steel industries. However, diverse perceptions of CCS among stakeholders such as experts, politicians, and laypeople exist that could hinder the deployment of the technology. Hence, it is worthwhile to recognise these diverse perceptions and their roots. In the studies on risk perceptions, the emphasis has been mostly on the public, as well as factors that influence the public, such as knowledge dissemination and trust. Although these are crucial elements, they are not enough to explain the complexity of risk perceptions. In contrast to the mainstream research, this paper hypothesises that both laypeople and experts are affected by common cultural denominators, therefore, might have similar patterns of risk perceptions. This research suggests a framework that explains the role of societal culture in risk governance, arguing that thrifty, uncertainty avoidant, hierarchical societies tend to have a higher risk perception of CCS. This study is based on a synthesis of the earlier research, an extensive literature review, and an analysis of interviews data.

To limit global warming, the use of carbon capture and storage technologies (CCS) is considered to be of major importance. In addition to the technical–economic, ecological and political aspects, the question of social acceptance is a decisive factor for the implementation of such low-carbon technologies. This study is the first literature review addressing the acceptance of industrial CCS (iCCS). In contrast to electricity generation, the technical options for large-scale reduction of CO2 emissions in the energy-intensive industry sector are not sufficient to achieve the targeted GHG neutrality in the industrial sector without the use of CCS. Therefore, it will be crucial to determine which factors influence the acceptance of iCCS and how these findings can be used for policy and industry decision-making processes. The results show that there has been limited research on the acceptance of iCCS. In addition, the study highlights some important differences between the acceptance of iCCS and CCS. Due to the technical diversity of future iCCS applications, future acceptance research must be able to better address the complexity of the research subject.

Climate change is a constant global challenge. An approach to help mitigate climate change is carbon capture and utilization (CCU), in which captured CO2 is reused as raw material for consumer products. Because innovations like CCU are unfamiliar to the general public, their communication is critical for a successful rollout. To date, sustainability innovation research has largely neglected the empirical study of communication. The present study contributes to studying the information and communication needs of laypeople based on perceptions and acceptance patterns for CCU by focusing on acceptance profiles for CCU-based insulation boards. In an empirical two-step approach, a qualitative interview prestudy was followed by a quantitative questionnaire measurement (N = 643). Using k-means clustering, the respondents were divided into three acceptance groups: rejecters (15%), tentative accepters (51%), and strong accepters (34%). Analysis showed that regarding their demographics and personality traits, tentative accepters and rejecters were similar. All segments trusted science and health experts best, and only the rejecters distrusted some specific actors. Information on the product’s risks and functional properties was most important for all acceptance groups. Based on the study’s insights, both general and targeted managerial communication and policy guidelines were formulated.
