Dealing with Uncertainties in Fresh Water Supply: Experiences in the Netherlands

Abstract: Developing fresh water supply strategies for the long term needs to take into account the fact that the future is deeply uncertain. Not only the extent of climate change and the extent and nature of its impacts are unknown, also socio-economic conditions may change in unpredictable ways, as well as social preferences. Often, it is not possible to find solid ground for estimating probabilities for the relevant range of imaginable possible future developments. Yet, some of these may have profound impacts and con… Show more

“…As being increasingly characterized by social-ecological complexity [27], uncertainty in environmental governance issues has attracted considerable scholarly attention from the fields of environmental science and environmental governance [28]. Such studies have been conducted in relation to, for example, climate change [29][30][31][32], forestry [33,34], and water resources [35][36][37][38], and some of these studies have subsequently called for more robust and flexible policy alternatives [39,40].…”

“…Uncertainty about the rate and extent of change makes water resources planning challenging. Conflicting interests make decision‐making a challenging process (Thissen et al, ), exacerbated by differences in the applicability and effectiveness of single or portfolios of response options. A range of approaches, broadly categorized as Decision‐Making Under Uncertainty (DMUU), seek to address this challenge, particularly for climate change adaptation.…”

“…With the increasing complexity and control precision demand, deterministic reservoir optimization theory is facing new challenges (Ahmad et al 2014;Thissen et al 2015;Warmink et al 2010). One of the most intractable difficulties is attributed to the uncertain and difficultly predictable inflow both in long-and short-term optimization (Chen et al 2015;Debnath et al 2015;Fan et al 2015).…”
