Java Island is the center of economy and government so that infrastructure and economic development are evenly distributed and the accessibility is high, including in East Java. As a result, East Java has become a migration destination which causes its population to continue to increase from 2018 to 2022 as it increases the chances of land conversion. As a province with high rice production, this is a challenge for East Java to maintain its rice production. A calculation was carried out to determine the carrying capacity class of East Java agricultural land in 2018 -2022 using a combined method of Odum, Christaller, Howard, and Issard. The analytical method used in this study is quantitative descriptive analysis with a spatial-temporal approach. The results showed that the carrying capacity class of East Java’s agricultural land from 2018 to 2022 continued to decline. Since 2021 there are no more areas in class I of the agricultural land carrying capacity. The lowest carrying capacity of agricultural land is in Surabaya Municipality, while the highest is Ngawi Regencies. East Java experienced a decrease in the carrying capacity of agricultural land from class II in 2018 to class III from 2019 to 2022.

The decline in food crop production indicates a region's declining level of food security. One of the factors is caused by a decrease in the quantity and physical quality of the agricultural environment. In the last five years, Situbondo Regency has experienced a reduction in rice production by 40%. This massive decline indicates the importance of testing the carrying capacity of agricultural land in Situbondo Regency. This study aimed to identify agricultural land's capability in producing rice as a staple food crop in Situbondo Regency. This study used the land suitability assessment method for rice plants based on physical and environmental variables. After that, the rice produced from agricultural land would be calculated by calculating the amount of land with high suitability and the average rice production in Situbondo Regency. The identification results showed that the Situbondo Regency could produce 169,642 tons of food in the existing conditions. With a moderate amount of food consumption of 57,822 tons per capita per year, food availability was at a surplus of 111,761 tons. Therefore, it could be input for relevant stakeholders, especially for the Food Security Agency, in formulating policies related to the provision of food for the people of Situbondo Regency. So from now on, the efforts to diversify food and protect productive land can be achieved relatively quickly.

Garut Regency produces agricultural and plantation commodities that support the city's and surrounding districts' food needs. On the other hand, Garut Regency is also experiencing a positive population growth rate from 2010 to 2020. This increase in growth rate has implications for several problems, one of which is the increasing land conversion from agricultural land to built-up land. This increase in land use change causes the ability of land to complement plantation commodities to decrease. This study aims to analyze the carrying capacity of plantation land and the variety of commodities in the carrying capacity of plantation land in the surplus category. RTRW and elevation of the carrying capacity of plantation land in Garut Regency using descriptive methods with analysis of land carrying capacity. Surplus and six sub-districts experienced a deficit in the land's carrying capacity, and the tobacco commodity became the leading commodity in all sub-districts. Based on the RTRW and elevation of the carrying capacity of land allotted for plantations, the most extensive is in the Cibalong sub-district, with an area of around 33.97% with a very high surplus category. The location (ha) in the type of reduction to elevation is the highest, with a spread between 250-2000 masl in Bungbulang District. This research is hoped to be used as material input in land policies in Garut Regency regarding regional planning and plantation commodities.
