Dataset of costs of the mitigation hierarchy and plant translocations in France

Abstract: These data are coming from the derogation requests for the destruction of protected species in the context of construction or development work in France. These derogation requests include, among other things, the contents of an environmental impact assessment and the costs of the measures suggested to reduce the impact on the environment. In the article connected to this dataset, we studied the quality of the plant translocation protocols proposed in 95 derogation files (see Julien et al., 2022). We additional… Show more

“…The experimental component of this study allowed us to develop best practices for the future introductions of C. avonensis . Such advances are particularly important not only for conservation introductions such as ours, but also for the increasing number of mitigation introductions conducted in response to development and climate change (Doyle et al 2023; Julien et al 2023). First, as commonly found in introductions (Albrecht & Maschinski 2012), transplanting C. avonensis is more effective than seed addition, as survival of the transplanted individuals was higher relative to the survival of the germinated seedlings from the seed additions.…”

“…Our results show that monitoring is generally far too short compared to this objective, even though the recommendation to improve monitoring has been repeated for over 10 years (e.g., Godefroid et al 2011, Dalrymple et al 2012, Liu et al 2015, Silcock et al 2019. Post-translocation mitigation-driven monitoring could be greatly improved, especially as these operations can benefit from quite substantial funding (see Julien et al 2022b). It would therefore be desirable for the environmental authorities to demand greater commitments in terms of monitoring from the promoters of translocations in the context of development projects or better compliance with the commitments made.…”

“…Translocation actions for large carnivores can cost at least a few thousand dollars per individual [ 20 ], with this cost increasing significantly when accounting for unsuccessful reintroductions [ 20 ]. Further, tracking technology, post-translocation monitoring, and other mitigation strategies constitute a higher proportion of project funds than the translocations themselves [ 20 , 21 ] and as a result, some recovery programs choose to focus on data collection rather than action [ 22 ]. Delaying or shortening the frequency of assisted migration efforts can decrease financial costs, but at a risk of decreased genetic diversity and long-term viability [ 23 , 24 ].…”
