The communications in the quake-hit area are always cut off from the outside after the earthquake, and the traditional seismic field investigation method calls for immense time to accomplish house-to-house investigation, which goes against timeliness of the emergency rescue. In this paper, an emergency communication and quick seismic damage investigation method based on smartphone is proposed. Towards this, an application, E-Explorer, on iOS platform is initially developed. First, in the emergency communication module, the communication is available by using the Multipeer Connectivity Framework technology even without external network. A series of validation experiments are simulated without external network, and the results prove convincing. This module enhances the possibility of communication and increases the chances for rescue. Second, in the damage investigation module, E-Explorer integrates the functions of questionnaire and picture collection for damage phenomenon recording and image acquisition, following an intensity evaluation method according to seismic index. Last, a website, which provides guidance for rescue workers and collects damage information for quick intensity evaluation, is being built.

In urban areas, tunneling works inevitably interfere with the adjacent buildings. In the preliminary design stage, designers usually do not inspect buildings adjacent to the construction sites, because these activities are often too expensive. This paper presents the STATUS app, an Android application for mobile data collection. It was developed and tested by Geofunction Srls before the beginning of the tunneling works for the railway doubling in Cefalù (Italy). The system assists technicians during visual inspections and records the pre-existing architectural and/or structural damages in buildings adjacent to construction sites in real time. The output of the data collection is an official report printed and countersigned in situ by the technicians and the owners of the inspected property. The application was used for 1189 inspections inside 96 buildings. The aim of the paper is to show the benefits achieved through the use of STATUS app. It is also useful for several purposes: external risk assessment, damage prevention, damage reporting, preventing future legal disputes, and the free-rider problems. The application is released under closed-source license.

International organisations have acknowledged that providing information to and communicating with communities affected by disasters should be considered as an integral part of the humanitarian aid. Yet little is known on the information and communication needs of the population during the disaster reconstruction phase. This paper presents a case study of the information and communication needs of the population and the role of social media during the reconstruction process after the earthquake that struck Emilia-Romagna (Northern Italy) in 2012. Data were collected through field notes and a multiple choices questionnaire distributed online and by hand to community-based groups. Results show that the most sought information concerns housing and infrastructure reconstruction, funds/refunds, business recovery and damage assessment and that city councils and regional council are considered as the main source of the information. Communication channels used to search for reconstruction-related information vary between online and offline respondents. Social media technology is used by citizens affected as a platform to read and share recovery information and post queries rather than as an engagement tool with recovery agencies. Main barriers to engagement are lack of trust towards the authorities and the belief that authorities do not use social media to communicate with citizens. In this context, community-based groups, especially those supported by social media, play an important role in sharing recovery-related information to other residents, clarifying legal acts and regulations and providing informational support to the affected population.
