This research paper presents the results of analyses that address the direction in which the issue of land use in Malopolska has been heading in recent years. The authors formulated the thesis that changes occurring in the use of agricultural land are advanced and, despite its legal protection, this land is continuously subjected to permanent conversion to non-agricultural use year by year. Verification of the thesis was carried out using taxonomic analyses. As a result, it was proven that as much as 68% of the land converted to non-agricultural use in the study period was earmarked for residential use. Importantly, as much as 19% of these areas are of the best quality classes, i.e., classes I and II, which account for a mere 7% of all agricultural land in Malopolska. Another 79% of the converted agricultural land belonged to the mid class, i.e., class III, which-at the time of writing-represents only 26% in the Malopolska Province. This data demonstrates that the best lands of the Malopolska Province, which belonged to classes I, II and III (i.e., top quality arable soils), were irreversibly degraded by their conversion to non-agricultural use. The paper proposes systemic solutions supporting the decision-making process of administrative bodies aimed at agricultural land protection.Keywords: sustainable development; agricultural land; conversion of agricultural land to non-agricultural use; changes of agricultural land use

Knowledge of the global navigation satellite system (GNSS) satellite clock error is crucial in real-time precise point positioning (PPP), seismology, and many other high-rate GNSS applications. In this work, the authors show the characterisation of the atomic GNSS clock’s stability and its dependency on the adopted orbit type using Allan deviation with two methods of averaging time. Four International GNSS Service (IGS) orbit types were used: broadcast, ultra-rapid, rapid and final orbit. The calculations were made using high-rate 1 Hz observations from the IGS stations equipped with external clocks (oscillators). The most stable receiver oscillator was chosen as a reference clock. The results show the advantage of the newest GPS satellite block with respect to the other satellites. Significant differences in the results based on the orbit type used have not been recorded. Many averaging time methods used in Allan deviation (ADEV) show the clock’s fluctuations, usually smoothed in 2n s averaging times.

Abstract. Nowadays, it is frequently the case that the database of the real estate cadastre in Poland is not supplied with the record data on buildings. This study presents the issues related to the comprehensive modernization of the register of land and buildings, especially in the aspect of entering the buildings located in the areas of the modernized cadastral districts, into the database of the real estate cadastre. The real estate cadastre should provide a reference base for other public records, the data contained in the cadastre should be the basis, for example, for official statistics, real estate management and register of farms, or tax records. The analysis of this procedure was based on the data derived from the modernization of the register of land and buildings carried out in eleven cadastral units of Gorlice district, province of Malopolska, as part of the national project: Development of an Integrated Real Estate Information System -(ZSIN) -Stage I. In this project, the data for the preparation of the digital description of the contour of a building were captured largely based on high-precision aerial imagery which, having been developed on the stereoscopic model, supplied the digital database of the real estate cadastre. A serious problem, which hinders the maintenance of the database of the real estate cadastre in Poland updated, are the frequent amendments to the applicable laws. The Regulation on the register of land and buildings, according to which the cadastral database has been built in Poland since 2001, was extensively amended in 2013 and in 2015. This makes it difficult to obtain uniform data of the buildings in Poland.
