Cross border Classical Swine Fever control: Improving Dutch and German crisis management systems by an integrated public-private approach

Abstract: The objective of this research approach is to analyse in which ways crisis management measures against Classical Swine Fever (CSF) can be improved by a public private cross border model. A core activity contains the analysis of information and communication systems: In a case study it has been empirically analysed if a sufficient supply of public and private information enables crisis managers at both sides of the Dutch-German border area to take decisions about CSF control more efficient. At the end of this a… Show more

“…Efficiency of cross‐border prevention and control of these diseases can be improved, as was demonstrated by Breuer et al. () for the outbreak of CSF in Germany in 2006. Effective cross‐border cooperation and communication between countries’ public administration, for example, veterinary authorities and ministries, is thus essential to ensure efficient animal disease control.…”

“…Retaining the economic advantages of intensified cross‐border trade while maintaining a low risk of highly contagious livestock diseases is important as was shown in the outbreaks of classical swine fever (CSF) in Germany (GER), Belgium and the Netherlands (NL) in 1997–1998 (Stegeman et al., ). These countries, as well as their neighbouring countries, were affected by the epidemic, meaning that the control of a disease such as CSF is a cross‐border challenge (Breuer et al., ). Effective cross‐border cooperation and communication between countries' public administration, for example veterinary authorities and ministries, is thus important to ensure efficient animal disease control (Arens et al., ; Hop et al., ).…”
