The Covid-19 pandemic has had a broad impact on the life of the nation and state, one of which is the economy. However, during the pandemic, many taxpayers found it difficult to pay taxes properly as it had slowed down the circulation of the economy in society. In fact, many residents lost their livelihoods due to the Covid-19 pandemic. The impact of the Covid-19 pandemic on the economic sector has made many people unable to pay properly. In such conditions, an appropriate solution is needed. This paper attempts to examine the application of tax law during the Covid-19 pandemic for Indonesia’s economic resilience, and how to expand the tax base in the midst of the Covid-19 pandemic by relying on the juridical provisions of tax law. A strategic step that can be taken is to enforce the tax law, one of which is to expand the tax base. Enforcement of tax law will increase taxpayers voluntary compliance, encourage ease of investment, and improve supervision of law enforcement systems that provide certainty, fairness, and benefit. Kota Tua area in West Jakarta, especially around the railroad tracks, is still inhabited by the poor of Jakarta. The cultural heritage-based revitalization of the Kota Tua Jakarta Area essentially requires the residents who live in the vicinity of the railway line area to be relocated to a safer place which will certainly have an impact on the surrounding residents. This study discusses whether Governor’s Regulation No. 36/2014 is in line with the Gwangju Declaration in realizing the revitalization of the Kota Tua Jakarta area. Also, how is the fulfillment of the right to housing around the railroad tracks related to preventthe spread of COVID-19 in the Kota Tua Jakarta area? Hence, this can be answered through the urgency and priority scale of human rights implementation in the Kota Tua Jakarta Area, specifically in the vicinity of the railroads track, including during the outbreak of Covid-19. This research is a normative juridical with qualitative analysis of the legal norms of national legislation related to the implementation of human rights. The analysis is qualitative, and based on a systematic literature review over scientific journal database. The results of this research show that the protection of human rights for the residents living in the vicinity of the railway line is still not fully implemented. For this reason, it is necessary to implement regulations to ensure respect and guaranteed human rights to the residents, especially the right to health, the right to education, the right to food, including the right to a healthy environment. The COVID-19 pandemic occurred globally since the end of 2019. It started in China and later spread to all countries around the world. This pandemic has not only impacted the disruption of the global economic system and social factors but has also impacted the lives of people across the globe. While most of them lost their lives due to the pandemic, millions of them are going through physical and mental health problems. Physical disorders due to COVID-19, received great attention and are often discussed in various scientific forums compared to mental disorders. Mental health disorders were found not only in the former COVID-19 patients and the families left by the family members, but also by people who have been affected socio-economically due to this pandemic. The article discusses the development of legal regulations related to mental health after the pandemic in Indonesia and the challenges faced while implementing these regulations. The method used in writing this normative juridical article is by using secondary data in the form of legislation related to mental health in terms of Health Law and Human Rights law. It was concluded that mental health problems in Indonesia need more attention from the government and related institutions, both government and private institutions. The main challenge is to overcome the lack of education regarding mental health; therefore, prioritizing socialization and education is a mustto reduce the number of mental health disorders within the community and as a means of being respectful of the rights of people with mental health issues.
