“…Both liberal and non-liberal postulates co-exist in this process of hybridization, shaped by global and local norms, actors, and practices. This interaction has been mainly studied as a contest of positions in which the premises of donors, governments, and international agencies merge and intertwine with the resistance and alternatives represented by local communities (Ejdus, 2021;FitzGerald, 2023;Mathieu, 2019), not always resulting in a reconfiguration of power relations (Björkdahl & Höglund, 2013). Three major challenges are currently at the heart of the debate: how to create infrastructures for peace in complex adaptive systems (de Coning et al, 2023;Odendaal, 2021;Visoka, 2020); how to integrate spatial analysis and scaling into the design of peacebuilding strategies (Barrera et al, 2022;Björkdahl & Kappler, 2018;Brigg & George, 2020) and how to manage and stimulate local agency and ownership (Donais, 2021;Mac Ginty, 2021).…”

“…The goal of these concepts is to create diversity as it is seen that “it is diversity and not unity, which creates the kind of society in which you and I can most comfortably live” (Ward, 1992, 5). The main argument for these structures is that everybody affected by a certain decision should be included in the decision-making free from hierarchical power asymmetries, a radical horizontal form of local ownership that stands in contrast to peacebuilding processes which too often are led by outside actors and have difficulty identifying “the local” (Hirblinger & Simons, 2015; Mathieu, 2019; Simons & Zanker, 2014). Through decentralization and horizontality an anarchist agenda for peace would ensure that decisions would be locally tailored as they would be locally made, instead of generalized policies that are potentially distant from actual needs.…”
