Purpose of the study: This conceptual paper is based on a review of delay issues, risk response management and project performance in the Malaysian construction industry. The study also involved the evaluation of latent relationships among project-related delay factors, project risk response-related measures and project performance in terms of time and cost. Methodology: Literature in light of recent studies was reviewed and a thematic review approach was also conducted. The themes summarized delay issues, risk response measures, and project performance. Subsequently, the synthesized literature review aided the development of the conceptual framework for the delay mitigation model. Main Findings: The authors presented a model where project-related delay factors have a negative effect on project performance, project risk response-related measures have a positive effect on project performance and project risk response-related measures positively moderate the relationship between project-related delay factors and project performance. Applications of this study: This study will enable the construction practitioners to understand better ways to mitigate delay issues in the construction industry. Novelty/Originality of this study: This work offers a conceptual perspective on the enhancement of project performance in terms of cost and time by addressing the issues of project delay factors managed using project risk response-related measures.

Các dự án hạ tầng kỹ thuật đóng vai trò rất quan trọng trong việc phát triển kinh tế - xã hội. Tuy nhiên, có một thực tế là các dự án này thường vượt dự toán. Bài viết này chỉ ra các nhân tố cũng như xem xét tác động của các nhân tố đến việc vượt dự toán trong các dự án xây dựng hạ tầng kỹ thuật tại Thành phố Hồ Chí Minh. Thông qua việc sử dụng phép phân tích nhân tố và hồi quy cho dữ liệu thu thập từ 184 cán bộ, công chức, các kỹ sư, chuyên viên đang tham gia thi công, xây dựng, giám sát công trình hạ tầng kỹ thuật trên địa bàn Thành phố, kết quả cho thấy cho thấy sáu nhân tố gây vượt dự toán tại các dự án, được xếp theo thứ tự tăng dần, bao gồm: Chính sách; Môi trường tự nhiên - xã hội; Kinh tế; Tư vấn; Nhà thầu; Chủ đầu tư. Ngoài ra, bài viết cũng không tìm thấy sự khác biệt trong việc đánh giá vượt dự toán của những người có kinh nghiệm khác nhau và tham gia các loại hình dự án khác nhau.

“…Disputes and negotiations between parties are often attributed to issues associated with sub-standard contracts such as payment plans that are inadequate for the real financial needs of the project, a lack of reasonable contingency clauses, a lack of adequate financial penalties and awards, a lack of clear allocation of project responsibilities by the parties involved and under-budgeted activities in the project. The cause financial constraints on part of contractor is often results from underestimating the costs and duration of activities attributed to the contractor's wish to submit a competitive project price bid and payment conditions (Prasad et al, 2019). Finally, the cause bidding and contract award process, which is traditionally based on the proposal with the lowest price, pressures the contractor to reduce the price, thus giving rise to unrealistic contract conditions (Oyegoke and Al Kiyumi, 2017).…”

Purpose The purpose of this study is to contribute to the theory and practice of project management in the construction industry by identifying the primary causes and extracting the underlying causes of construction delays and providing recommendations on delay mitigation measures. Design/methodology/approach AA survey was used to identify the importance of 47 causes of delays. The relative importance index was used to rank them, factor analysis was applied to extract the underlying causes and focus group interviews were used for discussion and development of mitigation measures. Findings Six of the ten most important causes are in the top ten universal delays in construction projects. Factor analysis revealed six underlying causes: improper planning, poor consultant performance, inefficient site management, owner influence, bureaucracy and sub-standard contracts. Practical implications The owner/sponsor/client must have adequate engineering and project management skills to be able to evaluate proposals and contractors more accurately, economically and technically. The bidding and contract award process should focus on the most economically advantageous proposal and contracts should provide for mechanisms for managing risks while executing projects. Contractors should select reliable, high-quality subcontractors and suppliers and should have competent site managers. Originality/value This work expands and improves the understanding of the causes of delays in construction projects by providing an empirical study of the causes of delays and respective mitigation measures in Portugal.
