Crisis pressures and European integration

Abstract: Previous studies have applied theories of European integration to interpret crisis-led policymaking processes and integration outcomes in the EU. However, there has been little attempt to appraise the analytical leverage offered by major integration theories as a function of different crisis pressures. We theorize that diverse combinations of crisis pressures generate four decision-making scenarios in the EU, each of which can be ascribed to different combinations of analytical insights from neofunctionalism, … Show more

“…To accept, politically and in terms of policy instrumentation, the presence of different and often overlapping crises, and to generate policy responses is now a typical (as opposed to exceptional) ‘way of doing things’ in the EU. In the long term, this is also a ‘way of doing integration’ – a point that was not lost in classic theories of European integration (Ferrara and Kriesi, 2022). “…The launching of the EU's strategic partnerships with the BRIC countries – Brazil, Russia, India and China – besides upgrading relations with long‐term partners, also helped consolidate the image of the EU as a global player and an influential norm entrepreneur. However, with the 2008 financial crisis, the EU entered a decade‐long series of internal and external crises that led to increased internal and external pressures on and politicization of EU external relations (see, for example, Ferrara and Kriesi, 2021). Thus, unsurprisingly, the EU's 2016 Global Strategy emphasized ‘the need for the organization to invest in its current external partnerships’ (Ferreira‐Pereira and Smith, 2021a, p. 7) to meet emerging challenges and provide global public goods.…”
