COVID‐19 represents a turbulent problem: a volatile, uncertain, complex, and ambiguous crisis, in which bounded‐rational policymakers may not be able to do everything right, but must do critical things right in order to reduce the death toll. This study conceptualizes these critical things as necessary conditions (NCs) that must be absent to prevent high early mortality from occurring. We articulate a policy‐institution‐demography framework that includes seven factors as NC candidates for high early COVID‐19 mortality. Using necessary condition analysis (NCA), this study pinpoints high levels of a delayed first response, political decentralization, elderly populations, and urbanization as four NCs that have inflicted high early COVID‐19 mortality across 110 countries. The results highlight the critical role of agility as a key dimension of robust governance solutions—a swift early public‐health response as a malleable policy action—in curbing early COVID‐19 deaths, particularly for politically decentralized and highly urbanized countries with aging populations.

The current sanctions introduced against Russian science are imposing serious consequences on interactions between researchers all over the world. In order to analyse approaches to mitigating the resulting negative effects, the author turns to the theories of external shocks and crisis management. Criteria that characterise modern external shocks are distinguished, on which basis transformations in the editorial policy of a Russian journal aimed at minimising the effects of international isolation under the conditions of limited resources are proposed. Priority directions in the editorial policy include shifting the geographical focus of editorial activities, restructuring the editorial portfolio in favour of review articles and special issues, rethinking the role of email marketing strategies and promoting journals through alternative social networking resources. Each transformation direction is discussed in terms of feasible implementation tools. The importance of monitoring emerging types of articles that are promising from the standpoint of increasing the visibility and recognition of a journal (such as those outlining frontier research directions) is emphasized. The author argues that the proposed transformations in the editorial policy of a journal entails no radical changes in the thematic scope or content selection process. Moreover, these measures can be tailored to meet the specific needs of a particular publisher. Directions for future research are outlined.

Using worldwide country‐level panel data of COVID‐19 emergency policies and aggregated survey responses of 46 million randomly sampled Facebook users, we study the impact of public health and economic measures on household financial worries among various demographic groups. The analysis reveals that public health interventions with stringent mobility restrictions—domestic lockdowns and international travel restrictions—increase the proportion of households with financial stress within countries. However, economic policies with immediate disposability, like wage support and in‐kind transfers, counteract the negative impacts. Notably, younger working‐age groups are particularly sensitive to such public health and economic emergency policies in their assessment of financial security. Our results also show that a country's social safety net coverage and poverty rate moderate the financial impact. As governments face challenges in containing the pandemic, this study highlights the need to create policy packages balancing differential tradeoffs between health and economic interventions while enhancing equity objectives.
