У статті проаналізовано економічні втрати транспортної галузі України через соціально-політичні події останніх років. Зокрема, надано всебічний огляд впливу системних потрясінь, таких як війна, Covid-19, анексія Криму на вітчизняну транспортну галузь. Розглянуто їх прямі та непрямі наслідки для галузі. Підкреслено важливість транспортної галузі для української економіки в сучасних умовах та потенційні довгострокові наслідки цих втрат. Обґрунтовано, якщо не вживати необхідних заходів з підтримки вітчизняних транспортних підприємств. Запропоновано шляхи збереження дієздатності транспортної системи та її подальшого розвитку в умовах постійних викликів. Зокрема, розкрито необхідність стратегічного планування та реформування в транспортній сфері, насамперед щодо розвитку інфраструктури, змін в законодавстві та розширенні міжнародного співробітництва. На основі проведеного аналізу створений детальний покроковий план дій для підтримки транспортної галузі в умовах війни. За типом дослідження стаття є емпіричною.

The paper investigates challenges associated with institutional leadership engagement of main staff to fill inner vacancies. Design/methodology/approach: The study rates merit, experience, rank, competencies, long service, in-depth knowledge, and deeper consultation as key requirements for appointment in some selected academic institutions. The survey collects data through questionnaires and semistructured interviews. The SPSS and descriptive statistics were used for the analysis of data presented in percentages, tables, and graphs. Findings: The results show that over 80% of respondents said that the prerogative of leaders in second-cycle institutions to share leadership needs a reassessment. As it undermines specific parameters and subsequently creates emotions among staff and unsatisfactory students' behaviours at school. The study found social and external factors as the basis for some nominations that weaken institutional unity and performance. Recommendation/limitations: The legislative instrument should be amended to suit the current management environment. Besides, ethical leadership and emotional intelligence should be encouraged at schools for effective management and harmony. Practical implications: Organizational failures across economies to a large extent are results of stimulus variables. Originality/value: The paper demonstrates how institutional leaders are often torn between stimulus and prospective variables resulting in self-interest to the detriment of institutional vision.

The article analyses the peculiarities of the global pandemic COVID-19 impact and related quarantine restrictions imposed on the economic growth of Ukraine and other countries of the world. The purpose of the study is to determine the negative consequences of such an impact due to the global pandemic COVID-19, as well as to outline the effectiveness of implemented (planned) measures of governments to neutralize the effects of this impact on the economy. Particular attention is paid to: the study of changes in GDP dynamics, the volume of foreign trade, and the level of public debt in different countries of the world in three phases of the pandemic: I-phase (2019–2020), II-phase (2021-2022) and III-phase (second half of 2022, first half of 2023); determining the effectiveness of anti-crisis measures of governments during the global crisis of 2019–2022. The scientific paper notes that the negative factor influencing the quality to the economic growth of the country’s world (during the pandemic) is non-diversification of economies with emerging markets and their dependence on global foreign trade flows. It has been determined that the increase in social spending and the level of debt in developing countries is a threat to their financial security in the future, since the maximum level of public and guaranteed debt in relation to GDP in some countries exceeded the limit of 60% according to the Maastricht criteria.
