Abstract. COTS products affect development strategies and tactics, but not all CBS development efforts are equal. Based on our experiences with 20 large government and industry CBS projects assessed during our development of the COCOTS estimation model, and our hands-on experience with 52 small e-services CBS projects within USC's graduate level software engineering course, we have identified four distinct CBS activity areas: assessment intensive, tailoring intensive, glue-code intensive, and non-COTS intensive. The CBS activity type fundamentally affects the COTS related activity effort and project risks. In this work we define the three COTS activity intensive CBS types and discuss their strategic comparisons based on an empirical study of the spectrum of large and small CBS projects.

Abstract. The Myanmar Parliament has passed the Farmland Law and the Vacant, Fallow, and Virgin Lands Management Law. Both pieces of legislation form part of a legislative response as Myanmar (Burma) emerges from a sixty year period of chronic armed conflict. Part 2 of this paper outlines the underlying grievances associated with land disputes with a focus upon Kayin (Karen) and Rakhine (Arakan) states. Part 3 critically analyses the relevant constitutional and legislative framework and the role of Parliamentary bodies in light of these underlying grievances. Part 4 adopts a comparative stance and considers the approach taken in Kenya as it has sought to address similar issues. Finally, Part 5 reflects upon the role that constitutional and legislative reform in relation to land disputes plays in the ongoing development of the substantive rule of law in Myanmar (Burma).

With more emphasis on reuse of software applications, the commercial-off-the-shelf (COTS) based software systems have emerged. As a result, reliability analysis of COTSbased software system has gained prominence. The focus of this paper is to provide an overview for the state of the art of COTS-based software system reliability analysis. In this paper, we first describe the definition of COTS and reliability. Then, we discuss approach and structure of COTS-based software system reliability.
