Appropriate planning and effective monitoring of the execution of construction projects is important with regard to their successful sustainment of implementation. Time and cost are key elements that determine the success or failure of construction projects. The obtaining of a rational S-curve course before the start of a construction project that reflects reality is important for all the participants involved in implementing an investment task. The article proposes an original methodology for planning the course of the cumulative cost curve in construction projects. It uses a method of shaping the S-curve, which is well-known in both literature and practical approaches. On the basis of the authors' own research carried out in a homogeneous research group of hotel facilities, the areas of the curve for the correct planning of costs in construction projects were designated, which determine the boundaries of the predicted costs accumulated over time. The data for the development of the authors' research methodology is the result of the authors' own experience and professional work. The authors carried out Bank Investment Supervision in the years 2006-2019 on behalf of the banks that grant investment loans for non-public contracts. Knowing the total cost and duration of the planned construction project, which were determined on the basis of project documentation, cost estimates, and also their own database regarding planned and completed deadlines and budgets of similar investments, 6th degree polynomials of the real costs of the construction works were determined. This approach enabled the correct planning of costs over time and the determination of planned monthly amounts of construction works to be executed.

The paper deals with estimating the life cycle cost and the whole life cost of a building. An original model for estimating the life cycle cost and the whole life cost of a building which allows the quantification of the increase in costs resulting from the incurred and assessed risk is presented. The proposed model consists of two basic parts: module I evaluating the impact of identified risk factors on individual element of the life cycle cost, and module II allowing to assess life cycle cost including the risk factors selected in module I. In module I the model of fuzzy inference of Mamdani was used. The structure of module II is based on the theory of possibilities and fuzzy sets. The operation of the model is presented on the example of an office building.

Delay Factors in Reconstruction Projects: A Case Study of Mataf Expansion Project

Delays in construction projects are a common phenomenon throughout the industry. This problem has many negative impacts on the time, cost, and sustainability of the projects. Many studies were conducted to identify the main causes of this delay in new construction projects in different regions but very few studies have focused on finding an explanation for the causes of delay in major reconstruction projects that have great religious and cultural sustainability. This paper examines the factors that contributed to work delays in one of the most major reconstruction projects that took place recently in the Middle East, which is namely the Mataf Expansion Project in the city of Mecca, Saudi Arabia. Fourteen interviews were conducted with project managers, construction managers, and senior site engineers to identify the factors that they encountered and led to the delay in the reconstruction activities of this project. Some of the findings were consistent and similar to most other causes of delay that are associated with new construction projects. However, interestingly, this research has discovered the existence of other unavoidable factors that caused a delay and should be considered for any similar reconstruction projects. The results showed that these factors could be divided into two groups: the first one is related to the demolition phase (five factors) and the second group is related to construction works (nine factors). In addition, it has been observed that the building material during the reconstruction is considered one of the major delaying factors. Finally, these 14 delay factors should be carefully considered to assure the sustainability of the main object’s function during the reconstruction activities.
