The government's relief efforts were tainted by corruption as well, and exhibited a great deal of incompetence. How voters responded to these in the next election held in 2002 is investigated. The fact that different group of parties were responsible for the construction of the shoddy buildings, and for the corruption and mismanagement related to relief, provided us with a unique opportunity to determine whether and how the electorate punished the culprits for each of these. Vote equations are estimated for the seven major political parties. 1 ÚvodV tomto článku analyzujeme dynamiku a determinanty veřejných investic a veřej-ných fi nancí nových členů Evropské unie (EU). Konkrétně se zabýváme rolí korupce a ekonomické regulace. Del Monte a Papagni (2001) a Croix a Delavallade (2009) na teoretickém modelu dokládají, že korupce může mít distorzní dopady na veřejné investice. Dawson (2006) zase poukazuje na fakt, že silně regulované ekonomiky mají obvykle vysokou míru veřejných investic. Vzhledem k tomu, že veřejné investice tvoří nemalý podíl veřejných fi nancí ekonomiky, role jak korupce, tak regulace je poměrně významná. Vedle toho se také zabýváme vazbou mezi oběma determinanty a veřejnými investicemi, protože jde o zcela zásadní problém obzvláště v současné hospodářské situaci, kdy ekonomiky po celém světě musí čelit napjatým rozpočtům v důsledku krize. Naše výsledky ukazují, že snížení míry korupce a zvýšení ekonomické svobody jsou obvykle spojeny s poklesem veřejných investic. Kromě toho naše výsledky také naznačují, že zvýšení veřejných investic je obvykle impulzem pro zvýšení míry korupce.Historie nových členů EU se přímo nabízí k analýze tranzitivních ekonomik, protože některé závěry jsou široce aplikovatelné i na ostatní země. Mnohé z těchto zemí zaznamenaly po vstupu do EU zvýšení tempa růstu a hospodářskou konvergenci (Čihák a Fonteyne, 2009). Jako hlavní zdroje tohoto vývoje byly obvykle uváděny lepší a trvalý přístup k zahraničnímu kapitálu a větší fi nanční provázanost se starými členy EU (Lane a Milesi-Ferretti, 2007;Giannetti a Ongena, 2009). Na druhou stranu tento hospodářský rozvoj po vstupu do EU vystavil tento region novým rizikům, a sice velkým schodkům běžného účtu, přeshraničním nákazám a měnovým nerovnováhám (Halkos a Tzeremes, 2009).
