In the Far East of Russia, economic development has dramatically slowed down for the past 30 years. The federal government seeks new methods to attract investments into the regions, stimulate entrepreneurial activity, and boost economic growth. This paper critically evaluates state policies that involve the active implementation of Special Economic Zones, Territorial Development Zones, Vladivostok Free Port, and the Territories of Advanced Social and Economic Development. Research is based on the interviews with the state authorities from the regions of Russia and thorough investigation of the state policies, legislation, and government reports. This study suggests three conclusions. First, there is an excessive amount of state development policies, which is the result of competition among different federal ministries.Second, there is no evidence of innovative activity or productivity growth within those economic zones. Finally, methods to assess the effectiveness of the regional policies are undeveloped and lack clarity. Recommendations for further research are given at the end of the paper.

Purpose-The authors try to determine the institutional effect in development of regional innovational infrastructure on the basis of comparing the data on dynamics and geographical distribution of various types of the innovational infrastructure-technological parks, industrial parks, innovational territorial clusters, and small innovational companies for with higher educational establishments in the Russian regions. Design/methodology/ approach-The authors made an attempt on determining the institutional effects in development of regional innovational infrastructure on the basis of comparing data on dynamics and geographical distribution of various types of innovational infrastructure. Findings-The performed analysis allows concluding that institutional effects are present in the process of development of regional innovational infrastructure. Originality/value-We deem it expedient to use various methods of evaluation of the innovational infrastructure objects' effectiveness, as well as various approaches to regulating their functioning, which could be unified into an integrated mechanism of managing life cycle of innovational infrastructure institutes.

Culture, attitudes and perceptions have an underappreciated effect on industrial cluster policies particularly in transition economies, where long-established local social norms are confronted with hard-pressed external imperatives. This paper examines the impact of cultural and governmental peculiarities in the Russian context on the development of special economic zones and industrial parks. Based on some stylized facts about the Russian context, in-depth interviews and surveys of the managing companies and tenants of all industrial clusters in Russia, we find cultural and governmental characteristics emerge as major influences on the effective development of industrial cluster policies. We develop an adapted industrial cluster model that accommodates these factors and suggests a policy pathway for mitigation.
