Control Measures for Severe Acute Respiratory Syndrome (SARS) in Taiwan

Abstract: As of April 14, 2003, Taiwan had had 23 probable cases of severe acute respiratory syndrome (SARS), all imported. Taiwan isolated these first 23 patients with probable SARS in negative-pressure rooms; extensive personal protective equipment was used for healthcare workers and visitors. For the first 6 weeks of the SARS outbreak, recognized spread was limited to one healthcare worker and three household contacts.

“…Within five weeks, 28 probable cases were reported: 24 were business travelers who were cared for primarily at large academic hospitals; four resulted from secondary transmission (one HCW and three family contacts). 17 On April 22, 2003, authorities detected an outbreak of SARS among HCWs at a large municipal hospital in Taipei. Officials imposed an unprecedented mass-scale hospital-wide quarantine on all hospital staff, patients and family members two days after the outbreak.…”

“…(This approach was used in healthcare settings during the 2003 outbreak of severe acute respiratory syndrome [Twu et al, 2003]). Increased monetary costs of maintaining a respirator program is a factor to consider with this conservative approach.…”

“…Much of the disease worldwide was associated with hospital-based outbreaks ( 2 , 3 ). Healthcare workers made up a large proportion of cases; accounting for 37%–63% of suspected SARS cases in highly affected countries ( 4 6 ). In the United States, the epidemic was limited; 74 probable and 8 laboratory-confirmed case-patients were reported, despite aggressive efforts at detection, particularly in groups at high risk.…”
