Purpose: Recent studies show that lowest bidder technique is mainly used in developing countries such as India to award a contract. It has been demonstrated that the lowest bid is not always the accurate one and can lead to cost overruns and time extensions amongst other problems. The aim of this study was to investigate the critical factors impacting contractor’s efficiency in Indian construction projects. Research approach: A survey was sent to participants of construction projects awarded by the government with the lowest bidder technique in Uttar Pradesh, India. For further research, snowball sampling was used, and structured interviews were conducted amongst experienced managers and engineers of these projects on both client’s and contractor’s side.Findings: It was observed that, to a greater extent, the delays were caused due to contractor’s opportunistic behaviour. The main findings are that new bidding methodologies are to be tested as they can lead to the choice of a more accurate and realistic bidder. In addition, subjective evaluation components, such as schedule and workforce, should be reflected in contract award methods in addition to the cost criteria. Further studies should be performed on the choice of contract awarding methodology based on the project size and type. Originality value: The researcher’s focus was to analyze the influence of contracting methodologies and factors affecting contractor’s performance in lowest bid award project, where this is an area of least focus amongst researchers in the Indian subcontinent.

The use of design-build (DB) contracts are increasing in the Norwegian infrastructure market, but the method is still new. Both contractors and project owners lack experience and knowledge of how these contracts can be carried out in the best possible way. The purpose of this research is to explore and document experiences from the use of DB contracts. In addition to literature reviews, two cases are studied using interviews and document studies to present experiences from Norwegian road projects. The results show that the two projects are different from the early phase. An additional contract written in one of the projects has caused a lot of disagreement and mistrust between the contractor and the project owner and has been a damaging element in the project execution. It is also pointed out that because of the lack of experience and knowledge on the use of a DB contract and method from all parts, the projects are characterized by disagreements between the project owner and the contractor. Lastly, the results show that the early phase of the projects should have been utilized in a greater degree to define the scope and responsibilities of both the project owner and contractor.

Lately the Best-Value (BV) method for contractor selection has been receiving considerable attention in the public sector in many countries. However, the operations used in performing the BV method often differ due to the various government procurement requirements. Consequently, some of the methods popular in the academic community are not easily incorporated in the BV method in some countries. To enhance the procurement process, this study aims to gain experience by applying the well-known analytical hierarchy process (AHP) to weight the decision criteria for selecting BV contractors of two construction projects in Taiwan. Through these two case studies, this work confirms that the AHP provides a significant benefit for considering the individual preferences of all decision-makers when weighting the criteria. However, this study finds two major potential obstacles, the legal requirements associated with using the AHP and the time it takes to implement the AHP. To overcome these obstacles, this work suggests guidelines to meet the legal requirements for implementing the AHP in the BV contractor selection, and proposes several strategies to shorten the AHP implementation time. The lessons learned here are relevant to those countries in which BV method must be performed in a transparent and strictly regulated environment.
