“…Two independent variables (state legislation regarding BWCs and use of physical force complaints) were used to examine the impact of motivation on BWC adoption. Following Pyo (2020), we created the variable state legislation regarding BWCs using the BWC laws database provided by the National Conference of State Legislatures (2018), which lists all the bills related to BWCs and the year they were passed in each state. After analyzing the text, we created a new variable that was merged with the LEMAS data file.…”

“…Although several studies found that legislative changes and regulatory underpinnings, as well as federal subsidies and targeted grants favored the adoption of innovative practices in police organizations (Drew, 2011; Helms and Gutierrez, 2007; Pyo, 2022), Pyo’s (2020) macrolevel analysis shows that US states that experienced more high-profile police-involved deaths were less likely to adopt BWC legislation if political and socioeconomic resources supporting such action were absent. Conversely, a longitudinal microlevel study that explored the implementation of BWCs in a sample of 139 police departments located in three of the most populous municipalities in each state and in the District of Columbia found that police agencies that experienced higher rates of police-involved deaths of minority residents and higher rates of antipolice brutality protests were significantly more likely to adopt and deploy BWCs (Pyo, 2022).…”

“…Thus, the number of Swiss sub-states (26, from which we include 23 in our analysis) aligns well with the medium-N focus of QCA (Schneider and Wagemann 2012). In similar settings, scholars have used QCA to compare Swiss sub-states (Sager and Rielle 2013), to assess the influence of water stress, geographic and economic factors on water recycling in Australia (Kunz et al 2015), or the use of body-worn cameras by policy in US states (Pyo 2020).…”
