Successful management of critical situations created by major natural and man-made activities requires monitoring, recognizing, and making sense of these activities in order to support decision makers in either preventing a crisis or acting effectively to mitigate its adverse impact. Context plays an important role in crisis management since it provides decision makers with important information about current situations and situation dynamics in relation to their goals, functions and information needs, to enable them to appropriately adapt their decisions and actions. Efficient context exploitation for crises management requires a clear understanding of what context is and how to represent and use it. The paper represents an attempt to answer these questions by providing a discussion of the key issues of the problem of context definition, representation, discovery, and utilization in crisis management.

Анализируются известные подходы к описанию и формированию контекста в различных информационных средах. Приводится модель описания ресурсов открытой информационной среды для моделирования текущей ситуации. Динамические структурированные области характе-ризуются хорошо формализуемыми знаниями и большими объемами анализируемой и обрабатываемой динамической информации, которая поступает от разнородных источников (базы данных, web-страницы, сенсоры и др.). Принятие решений в таких областях связано с трудно-стью анализа текущей ситуации в связи с ее непрерывным изменени-ем, а также с тем, что из-за большого числа источников информации человек, не имеющий дополнительных средств ее обработки, не в со-стоянии воспринять и обработать весь получаемый объем.Таким образом, для систем поддержки принятия решений, на-правленных на функционирование в динамических областях, с одной стороны, требуются методы и средства, позволяющие получать ин-формацию о среде, в которой принимаются решения; с другой -для эффективного принятия решений требуются специальные методы об- работки потоков поступающей в систему поддержки принятия реше-ний информации. Сужение объемов анализируемой информации достигается за счет использования в системах поддержки принятия решений модели кон-текста и обеспечения пользователей системы вариантами решений, которые могут быть приняты в текущей ситуации. С появлением онто-логических моделей представления знаний появилась возможность получения контекста, основанного на структурированных знаниях проблемной области.
