Contesting Urban Metabolism: Struggles Over Waste‐to‐Energy in Delhi, India

Abstract: Recent scholarship on the materiality of cities has been criticized by critical urban scholars for being overly descriptive and failing to account for political economy. We argue that through the conceptualization of urban metabolisms advanced by ecological economists and industrial ecologists, materialist and critical perspectives can be mutually enriching. We focus on conflict that has erupted in Delhi, India. Authorities have embraced waste-to-energy incinerators, and wastepickers fear that these changes th… Show more

“…The rural-urban environmental network that emerged out of this conflict is an emblematic example of a new form of organized movement in China that supports "strong sustainability" and can go far beyond environmental issues in challenging multiple forms of domination. Further research based on the EJAtlas could discuss, for example, why in China there are 300 waste incinerators, while in India just an handful, and how many are conflictive, and why (Demaria and Schindler 2015).…”

“…On the other hand, an explanation for the material transformation of waste is the growth of middle classes whose consumption patterns tend to generate high volumes of particular types of waste. Thus, in the case of waste in many Southern cities materiality and political economy are dialectically related and neither can be considered an 'original' cause or effect (Demaria and Schindler 2015). Instead, it is their relationship that determines a city's actually existing metabolic configuration.…”
