Climate change, urbanisation and population growth are creating the necessity in urban systems to integrate the management of water resources which volume been significantly declined. Several cities are already feeling water stress. The solution is to conceptualise Smart Cities that are considering aspects of effective water resources management. Countries like Slovakia have not been adequately considering these issues as much as they should. Responding to the opportunity to fill a research gap, primary research has been conducted that seeks i) to update data from the Arcadis Sustainable Cities Water Index in selected cities and for Slovakia; ii) to identify the current situation in integrated water resources management both globally and in Slovakia; and iii) to propose a process for integrated management of limited water resources based on our own research findings. Research data were collected through sociological interrogation that was processed and subsequently evaluated. The findings point to the need to build resilience, efficiency and quality in water resources both in urban environments and in water management institutions. The main output from this paper is a proposed process for managing water resources within the Smart Cities concept. It can be utilised for strategic city management, water management institutions, fellow researchers and residents of any city implementing it in their own practices. Part of planned future research is to verify the process in practice.

This paper aims to explore citizens' perceptions of water services to inform policy-making and pressure service providers to improve efficiency and service quality using innovative solutions. Despite abundant water resource endowments, ongoing infrastructure upgrades, and technological advancements implemented for sustainable service management, the industry failed to deliver the expected results. However, more than 60% of produced water goes unbilled, service coverage disparities persist, service quality falls short of goals, and low water meter readings worsen resource utilisation and financial sustainability. As a result of poor and unsustainable social, environmental, and economic management of services, the industry witnessed a significant restructuring process, shifting from municipal to regional-level governance, overlooking citizen perceptions of water services as an element that may directly impact the sustainability and future developments of the water sector. The latter, coupled with research findings highlighting deficiencies of municipalities in Albania in local public services provision, triggered the in-depth investigation of water sector governance in Albania (from the citizens' point of view). The research sets a baseline in exploring citizens' perceptions of water services, using a representative sample-based survey in five Albanian municipalities and along five dimensions of service management: access and quality of the services, transparency and communication, satisfaction with services, value for money, and willingness to pay (WTP) for improved services. Our findings suggest a low satisfaction with water services offered by municipally-owned water utilities, primarily related to water supply duration and quality. This study investigates the drivers of water supply and demand perception in the digital age, focusing on the impact of various factors including climate change awareness, socio-economic impact perception, environmental policy awareness, and water resource protection consciousness. Through questionnaire surveys conducted in Chengdu City and data analysis using the Partial Least Squares Structural Equation Modeling (PLS-SEM), this study reveals how the aforementioned factors collectively influence the perception of water supply and demand. The findings indicate that a profound understanding of climate change and socio-economic activities, along with a high awareness of environmental policies, can significantly enhance the public’s consciousness towards water resource protection, thereby affecting the accurate perception of water supply and demand conditions. This study not only offers a new perspective in the field of water resource management but also provides a theoretical basis and data support for formulating effective water resource protection strategies, emphasizing the critical role of intelligent water resource management in addressing climate change and promoting sustainable development. The limitations of the study include the restricted sample size and scope, which may affect the generalizability of the results. Future research is recommended to consider more variables, such as regional cultural and economic differences, and to conduct validations across a broader area and population.
