The objective of this article is to analyze access to culture as one of the determining factors in social vulnerability. To achieve the objective, the methodology used was documentary, with a quantitative-qualitative approach and of a descriptive nature; the method used was the inductive one. For its part, the search for information was carried out online in Google Scholar, in the Scielo database, Dialnet. The population was made up of the documents registered under the format of theses/articles/books consulted, with a total of 18 documents, of which were selected through criteria, it is made up of a total of 11 documents from the last two decades. It is concluded that social vulnerability corresponds to a set of social and cultural factors, including access to culture expressed at the macro level in public policies, cultural, educational and micro systems, including cultural institutions or programs, added to this the educational contexts, the quality of the professionals who socialize cultural knowledge, the climate of cultural access, cultural consumption and the leadership that coherently complements said processes. These processes are of vital importance because they specify cultural policies in the social, community and family contexts, in such a way that, without them, there will be no national, regional or local cultural policy that allows cultural access for all, as an effective tool to combat and reduce social vulnerability effectively.

Este artículo plantea una radiografía sobre el fenómeno de los festivales en un ámbito territorial de fuertes contrastes tanto demográficos como en nivel de desarrollo en la provincia de Castellón. El objetivo es, pues, observar las posibles implicaciones que puede tener la distribución de eventos culturales característicos de la actualidad como son los festivales en las áreas rurales del territorio. Así, nos preguntamos sobre las tendencias en cuanto a festivales culturales en la zona y cuáles son los ámbitos artísticos más programados. Pero también se tratará de observar la naturaleza más comercial o social de los festivales culturales. Con estas y otras variables registradas sobre los festivales, abordaremos la incidencia que pueden tener dichos festivales sobre la sostenibilidad de los territorios más vulnerables.

Introduction: The visibility of rurality contributes to optimizing the planning and administrative management processes of the territories by providing contextualized information about the relationship of the inhabitants with the area under study. The objective of this research is to identify the mechanisms of visibility of rurality in Usme, a locality in Bogotá, Colombia.Methods: A case study was carried out using a mixed methodology. Based on a literature review, conceptual categories that support the visibility of rurality were formulated, and based on them, a perception survey addressed to the peasant leaders of Usme was designed. The survey contained 22 questions that inquired about socio-demographic data, citizen participation, roles of the inhabitants, participation scenarios, conditions, institutions, opportunities for improvement, and the needs and processes of the locality; the questions were multiple-choice with a single answer and open-ended. The survey was sent to 50 peasant leaders, of whom 36 responded (13 men, 21 women, and 2 LGBTIQ), who were residents of low (25), medium (3), and high (8) localities in the rural zone of Usme. Using the ATLAS.ti program, a frequency analysis was carried out for the multiple-choice questions and the textual data, as well as a content analysis of deductive and emergent categories; then, a nomological network on the mechanisms of visibility was constructed.Results: Findings show that participants understand rurality visibility mechanisms in terms of five dimensions: spaces of visibility, dimensions of rurality, forms of participation, places of participation, and types of impact.Discussion: The delimitation and definition of the dimensions that constitute the mechanisms of rurality visibility in the borders contribute to the designing of effective strategies to improve the conditions of the inhabitants of this area, as well as their participation in increasing the impact and coverage of the institutions of the territory, aiming to improve the quality of life of the inhabitants of the area. We concluded that, in order for this to happen, it is necessary to have community empowerment and social co-responsibility among the community, civil institutions, and government.
