When do interest groups target legislators to approach or lobby under strong presidentialism? This article explores two hypotheses. First, interest groups and lobbyists seek to access committee chairs with gatekeeping power, even in those jurisdictions where the executive holds (most) exclusivity to initiate legislation (Gatekeeping Hypothesis). Second, interest groups and lobbyists target legislators who introduce more bills on issues that concern them but only on policy areas outside the executive's exclusive sphere (Legislative Activity Hypothesis). We test these hypotheses with evidence from the Chilean Chamber of Deputies. We have coded and analysed 6479 lobbying audiences and over 2300 bills.

Practice makes ‘perfect’? The effect of committee specialization on the complexity of parliamentary speeches

The complexity of parliamentary speeches is usually interpreted as an MP’s electoral strategy. We take the prism of parliamentary specialization and connect it to the use of issue-specific jargon learned during parliamentary work. We expect that membership in a parliamentary committee and increased experience within it increases the complexity of an MP’s speech about committee-related issues, and that the effect of the work in the committee is stronger for MPs without a previous committee-related professional background. We test our expectations on almost 54,000 speeches in the Czech Chamber of Deputies (2006–2021), using the Flesch Reading Ease formula adapted for the Czech language. The novel dataset connects parliamentary speeches to personal information about the MPs and to responsible committees. The results show the expected effect of committee membership and committee experience, and the interaction effect of a professional background.

Legislative committees have recently received inadequate attention in the available interjurisdictional literature. This article in the 2024 Policy Studies Yearbook, published by Politics & Policy, reviews legislative committee data categories, methods, and the distribution of authorship to explore how legislative committee research has fared between 2010 and 2023. This review article establishes that since 2010, research on committee structure has been dominated by U.S. congressional theories and how to test them in noncongressional settings. The dominant aspect of legislative organization across the five reviewed themes is the selection of committee members, an essential aspect of understanding power dynamics in modern legislatures. As survey methods and case studies have increased, the archival analysis methods have decreased, indicating an increasing turn to first‐hand primary data in analyzing the internal organization of committees.
