Whether the inter-state and sub-national tensions over transboundary waters will lead to greater conflict or increased cooperation remains a hotly debated issue. Most work on the subject situates transboundary water conflict and transboundary water cooperation at opposing ends of a continuum. The examination of either conflict or cooperation, we argue, refutes the reality of the vast majority of contexts where cooperation and conflict actually co-exist, and perpetuates the paradigm that any conflict is 'bad', and that all forms of cooperation are 'good'. The efforts of the international water academic and practitioner communities may be better served through a combined reading of conflict and cooperation as transboundary water interaction. Mirumachi's Transboundary Waters Interaction NexuS is offered as a robust method demonstrating that simultaneous consideration of conflict and cooperation is both insightful and possible. Transboundary water interaction is shown to be an inherently political process determined by the broader political context. We examine evidence suggesting that uncritical acceptance of traditional forms of 'cooperative' arrangements may in fact sustain the conflict it was intended to transform. Several other less well-known faces of 'cooperation' are discussed in detail, with examples of narrow, token and coercive cooperation derived from inter-state relations on the Jordan, Nile and Ganges rivers. With a view to paving the way for improved transboundary water sharing and governance, subjectively negative, neutral and positive forms of interaction are defined, and linked with a first approximation of their potential driving forces.

Govemance has been identified by many scholars as a challenge to managing natural resources in a sustainable way. In addition, climate change is impacting natural resources, and complicating management. In light of these concerns, it is important that key characteristics of sustainable management are not ignored. Scientific legitimacy, an integrative ecosystem approach, long-term monitoring and pro-active govemance are all important characteristics of successful sustainable management plans. However, these characteristics have not all been included in the day-to-day functioning of the Intemational Joint Commission. Thi.s paper looks specifically at the key characteristics required for sustainable management of transboundary water resources and determines if the Intetnational Joint Commission, and particularly the International Rainy Lake Board of Control, are applying them to policies for tegulation and management of border waters shared by Ontario (Canada) and Minnesota (USA).

Bangladesh, Bhutan, India, and Nepal in the Eastern Himalayas are interconnected by the common river systems of the Ganges, Brahmaputra, and Meghna (GBM). The GBM basin is home to approximately 700 million people, comprising over 10% of the world's population. The economy and environment of the region depend on water, but while the need for water is increasing, poor management and climate-related effects are making water supplies erratic. Upstream-downstream interdependencies necessitate developing a shared river system in an integrated manner through collaboration of the riparian countries. This paper examines the opportunities for, and potential benefits of, regional cooperation in water resource management. It suggests that the benefits can increase considerably when a regional (river basin) perspective is adopted that promotes optimum use of water resources for consumptive and non-consumptive use. Regional cooperation can bring additional economic, environmental, social, and political benefits through multi-purpose river projects, which help by storing monsoon water, mitigating the effects of floods and droughts, augmenting dry season river flows, expanding irrigation and navigation facilities, generating hydropower, and enhancing energy and environmental security. A broader framework to facilitate regional cooperation in transboundary rivers in the Eastern Himalayan region is suggested.
